NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDER

The National Company for Pipelines (ENAC/Jsc) issues a national and international open invitation to tender, regarding:

Acquisition of equipment (pipes and fittings) for the fire suppression network intended for the Bejaia 1 22"-24" Oil Pipeline Rehabilitation Project, running from station SP1 Bis Djamaa to SP3 M'sila

The specification may be withdrawn at : Direction Juridique (Bureau n°12) ENAC/Spa-132, Rue de Tripoli-Hussein Dey -Alger (Algeria), by any interested tenderer, in return of the payment of a non-refundable amount of 3000 DZD, upon the presentation of an authorization letter (power of attorney or proxy) bearing the tender subject and an authenticated copy of the commercial registration, and an information form duly sealed and signed by the first responsible of the tendering company, filled in by the following information: the company’s name, quality, E-mail, phone/Fax numbers.

The closing date for the specifications’ withdrawal is Five (05) days before the offers’ submission deadline.

Concerning the present invitation to tender, the technical offers, without price indication must be submitted in an anonymous sealed envelope bearing the following wording:

On March 29^th, 2026, at 10:00 AM utmost, in all cases, the receipt stamp of the general order office (BOG) of ENAC Spa will be valid.

The financial offers are accompanied by a submission bail, which validity duration is equal to the offers’ validity duration, that is 120 days with an additional deadline of 30 calendar days.

This submission bail must be enclosed with the technical offer’s envelope.

The envelopes containing the technical offers shall be opened in the presence of the tenderers’ representatives who would like to attend the opening session that shall take place at the address:

ENAC/Spa-132, Rue de Tripoli-Hussein-Dey-Alger-Algérie

On March 29^th, 2026, at 10h15.

The financial offers’ envelopes shall be opened and examined in the presence of the tenderers who wish to attend it or their duly appointed representatives during the financial offers’ opening and examination session which shall take place at the date, time and address mentioned in the invitation that shall be addressed to only tenderers whose technical offers are declared conform to the specifications’ requirements.

The tenderers remain bound to their offers for a period of 120 calendar days as of the date of the offers’ submission.
