The National Company for The Marketing and Distribution of Oil Products NAFTAL Jsc, fuel Branche, Technical and Maintenance Directorate, issues a National and International Open Competitive Invitation to Tender regarding:

Acquisition of Fourteen (14) Top-Loading Arms for Tanker Trucks

The Specification can be withdrawn electronically at the following address

CBR.Marches@naftal.dz or at the Audit Directorate, Naftal fuel Branch, Aéroport HOUARI BOUMEDIENNE, against payment of a non-refundable amount of Five Thousand Dinars (5,000 DZD) for Algerian tenderers and forty Euros (40 €) for foreign tenderers, payable by transfer to account N°00200016160166050679 Agence B.E.A palais des Expositions Pins Maritimes - Alger, as of the date of publication of this notice on the BAOSEM.

offers are submitted in two (02) separate stages:

The first stage: Submission and opening of technical offers will be submitted by the tenderer or a duly authorized representative and opened immediately. The Technical COP offer’s opening will take place on December 03^rd   , 2025, at 9:00 a.m. at the following address:

 Siège de la Branche Carburants, sis Aéroport HOUARI BOUMEDIENNE,

Dar El Beida – Alger.

Concerning the present invitation to tender, the tenderer shall place the original technical offer and its two (02) copies in two separate sealed inner envelopes.

The inner envelopes will be placed in an anonymous outer envelope marked as follows:

AVIS D’APPEL D’OFFRES NATIONAL ET INTERNATIONAL OUVERT

Technical offers are accompanied by a submission bail of:

National tenderers:

600.000.00 DZD

Foreign tenderers:

4.000 €

The period of validity of which is equal to the period of validity of the offers, i.e. One Hundred and Twenty 120 days, plus an additional period of thirty 30 calendar days.

The second stage: submission and opening of financial offers, which will be submitted by the tenderers or their representatives duly mandated and opened immediately. A letter of invitation specifying the place and date of the Commercial COP offers’ opening will be sent only to eligible tenderers for the financial offer.
