NOTICE OF OPEN NATIONAL & INTERNATIONAL INVITATION TO TENDERS

N° 02/GP2Z/AO/TEC/2026/INV

SONATRACH Company – Liquification and Separation Activity- GNL & GPL Division/Complex GP2Z, B.P. N°23 - Route de Mostaganem, ARZEW -Oran, issues a national and international open invitation to tender in a single step concerning:

ACQUISITION OF OIL ANALYSIS LABORATORY EQUIPMENT OF THE GP2Z COMPLEX

The specifications may be withdrawn at the following address: Sonatrach Spa/Complexe GP2Z- Division GNL & GPL - Activité LS and Structure Contractante Complexe GP2Z- Route de Mostaganem BP n° 23- Arzew Or by email at : JUR.GP2Z@Sonatrach.dz , In a period of thirty days calendar (30 days utmost before 16h00 as of the date of publication of this notice in the BAOSEM, by every interested tenderer, in return of the payment of a non-repayable amount of Five Thousand Algerian Dinars (5 000,00 DA) for the Algerian tenderers, and thirty Euros (30 €) for the foreign ones.

1. The payment shall be done by transfer to the Bank account “Structure Contractante Complexe GP2Z” N°00200070700416043530, open at the External Bank of Algeria (BEA), Agency 70 El Marsa, located at 11 Rue Mohamed Fertas,Tourville-ARZEW;
2. The payment voucher related to this invitation to tender (Bank notice/Cash deposit slip) must be, obligatorily, established in the name of the tenderer.
3. The submission mode to this invitation to tender is in a single step.
4. In this invitation to tender, the technical tenders, with no reference to the price, and the financial ones must be submitted simultaneously into two separate envelopes contained in the same envelope, at the address: Route de Mostaganem BP N° 23- Arzew .
5. Duration of preparation of offers: The duration of preparation of offers is set at thirty (30) calendar days following the closing date of the withdrawal before 16h00.
6. Deadline for submission of tenders is sixty (60) calendar days (before 16:00) from the date of publication of the tender notice on BAOSEM.

If the last day of the submission deadline coincides a day off, the deadline shall be postponed to the following workday.

7. The technical offers are accompanied by a bid guarantee of: Seven hundred and one thousand Algerian Dinars (701 000,00 DA) for the local bidder, Four thousand six hundred Euros ( 4 600,00 Euros) for the foreign bidder, the validity period of which is equal to the validity period of the offers, i.e.: two hundred and ten (210) calendar days, with an additional period of thirty (30) calendar days.

The submission bail may be deposited, by the interested tenderers, on the day of the technical offers’ opening.

8. The technical tenders shall be opened in the presence of the tenderers’ representatives who would like to attend to the opening session at: GP2Z Complexe- B.P N° 23- Route de Mostaganem, Arzew On a date/day/time, that shall be communicated eventually.
9. The envelopes containing the financial tenders shall be opened and examined in the presence of the tenderers who would like to attend to the opening session that shall take place on date, time and addressed mentioned in the invitation that shall be addressed to the tenderers whose technical tenders shall be declared conform to the specifications’ requirements.
