National and International Open Invitation to Tender

Two Steps Mode

N° 05/PROC/ACH/2024

GCB Company/ Purchase Directorate, Zone Industrielle Oued Smar, with a Tax ID: 000035072294694, issues a national and international open invitation to tender regarding the acquisition of:

Part I: acquisition of Piping, fittings, flanges, insulating gasket kit and accessories (INTER-SKID).

Part II: acquisition of Piping, fittings, gasket kit flanges and accessories (Excluding -SKID).

The tenderers that are interested in this invitation to tender may withdraw the specifications at GCB- Purchase Directorate, as of the date of its publication in the Baosem, in return of the presentation of accreditation letter, and the payment of a non-refundable amount of 5000 DZD for the Algerian tenderers, to the bank account GCB /Direction Achats BEA N° 002 00082 0822200553 /63 Rouïba Agency El Kenz, and 50 € for the foreign ones to the bank account GCB /Direction Achats BEA N 002000 82 82 120000 11-92 Rouiba Agency El Kenz.

The submission mode in Two steps applies to this invitation to tender.

Step 1: technical offer

In the first step, tenderers must submit the technical offer without price references, accompanied by the documents required in the specifications.

These offers must be deposited in a double sealed envelope in 02 copies, against acknowledgement of receipt, at GCB-Direction Achats- Zone industrielle oued Smar El HARRACH BP03.

The outer envelope must be anonymous and bear the following wording:

Step 2: financial offer

Successful tenderers in the technical phase are invited to submit their financial offers at the opening of the financial offers’ (cop) at the date, time and address indicated in the invitation letter.

These offers must be submitted in 02 copies against acknowledgement of receipt.

The outer envelope must be anonymous and bear the following wording

PROJECT: Hydrocarbon separation unit (EPF)

The offers’ submission deadline, by the tenderers or their duly mandated representatives, is fixed in 30 days as of the date of the first publication of this invitation to tender in the Baosem.

In this invitation to tender, the technical offers, without price indication  

Guarantee period:

-Twenty Four (24) months as of the date of commissioning from the date of the reception at the client's site Oued Smar Alger.

Delivery date:

For the foreign tenderers:

Five (05) months CFR incoterm 2020 Algerian port of destination

For the Algerian tenderers:

Six (06) months on the Oued Smar site (Algiers)

The required documents :

The signed declaration to be subscribed in accordance with the attached model;(Absence of the document constitutes grounds for rejection)

The bank guarantee issued by an Algerian bank

(The absence of the tendering guarantee constitutes a reason for rejection).

Swift is not accepted.

The technical offer signed and sealed ;

The letter of submission of the technical offer valid for the entire duration of the process;

Delegation(s) of authority for the signatory(ies), delegation(s) of authority for groupings;Commitment to provide a guarantee from the ultimate parent company or shareholders

The letter of commitment, according to the attached model, duly signed by the tenderer;

The general information file including the administrative file;

The observations and/or comments on the technical file;

The signed and initialed draft contract;

The authorization(s) of the manufacturer(s);

The certificate(s) of origin(s);

Initial the specifications and sign the last page of the specifications with the mention read and approved.

Administrative file :

Status of the company and list of the main shareholders or partners, certified by the legal authorities of their country;

Extract from its trade register with the electronic code; otherwise your offer will be rejected;

Updated tax situation in Algeria and in the countries where their head offices are located;

Situation with respect to social security organizations in Algeria;

Financial situation of the tenderer including balance sheets and profit and loss accounts and auditor's reports for the last three years;

History of past and current litigation, if any;

Extract from the criminal record for individuals;

Power of attorney of the signatory authorized to act in the name and on behalf of the tenderer and committing the company or firm for the performance of the contract covered by these specifications. It must be original, dated and signed by the tenderer;

Copy of the receipt of payment of the fees for the withdrawal of the specifications;

Copy of the valid excerpt of the roll.

Bank Submission bail :

The technical offers of the Algerian tenderers shall be accompanied by a bank submission bail with an amount of: 750 000.00 Algerian Dinars

The technical offers of the foreign tenderers shall be accompanied by a bank submission bail with an amount of:5 000.00 Euros or American Dollars

With a validity duration that is equal to the offers’ validity duration, that is 180 days, assorted by an additional period of 60 calendar days.

The opening date and time shall be communicated.

The folds containing the technical offers shall be opened in the presence of the tenderers’ representatives who would like to attend to the opening session that shall take place at the following address:

GCB-Head Office : Prolongement Bd de l’ALN, BP 110 Boumerdes

The offers’ opening date and time shall be communicated to the tenderers eventually.

The offers’ submission deadline corresponds to 30 days as of the date of publication of the invitation to tender in the Baosem.

The folds containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly mandated at the financial offers’ opening and examination session that shall take place at the date, time and address mentioned in the invitation that shall be addressed to only the tenderers whose technical offers have been declared conform to the specifications’ requirements.

The tenderers keep engaged to their offers for a period of 180 calendar days as of the date of the offers’ submission.

NB: The contracting structure has the faculty of deciding to put an end to the invitation to tender’s process at any moment and before the final awarding of the contract.
