The Company SONATRACH, Exploration - Production Activity, Production Division, Procurement and Transport Direction, located at 08, Chemin du Reservoir Hydra, Algiers, Algeria, launches an Open National and International Tender Notice for the acquisition of :

No later forty (40) calendar days, before 3:00 p.m. from the first publication, in paper format, of this notice in the Bulletin of Calls for Tenders for the Energy and Mines Sector (BAOSEM), by any interested tenderer, against payment of a non-refundable fee of :
- One hundred Euros (100 €), for tenderers subject to foreign Law.
- Fifteen thousand five hundred Algerian Dinars (15 500 DA), for tenderers subject to Algerian Law.
Payment will be made in the name of the tenderer and by transfer / payment to the bank account of :

Proof of payment relating to the withdrawal of the Tender Document (Bank Notice / Cash Payment Slip), must be necessarily drawn up in the name of the Tenderer, under penalty of rejection.
Tender Documents will only be submitted to the only representative duly authorised by the tenderer wishing to take part in this invitation to tender. The mandate must contain the details of the tenderer (professional E-mail, Fax number and Telephone).
Tenderers appearing on the black list of Companies in the Energy and Mining Sector cannot be removed from this Call for Tenders.
The one (01) single stage submission mode, with simultaneous submission of the Technical Offer and the Financial Offer, applies to this Call for Tenders.
The Bidder must bid for all items in the Tender Documents.
Under this invitation to Tender, Technical Tenders, without any indication of price and Financial Tenders, accompanied by the documents required in the Tender Documents, must be inserted in sealed inner folds, separated (1st Cover : Technical Offer, 2nd Cover : Financial Offer) and placed in a single anonymous sealed outer cover bearing, will be sent to the Contracting Structure, to the following address :

TECHNICAL OFFER / FINANCIAL OFFER

Only the interior envelopes will bear the acronym, the company name and the address of the Bidder, so as to allow the Contracting Structure to return the sealed Bid unopened, if it was declared « out of time » or upon receipt of a single fold.
No sign allowing the identification of the tenderer must be mentioned on the external envelope, in order, to avoid its rejection.
The deadline for the submission of tenders is fixed to sixty (60) calendar days, before 3:00 p.m. from the first publication in paper format of this notice in the Bulletin of Calls for Tenders for the Energy and Mines Sector (BAOSEM).
Any submission received after this deadline will be considered null and void. In all cases, the receipt stamp of the central office of the Production Division or of the office of receipt of tenders shall be authentic.
The deadline for receipt of requests for Technical Clarifications is twenty (20) calendar days before the date of submission of tenders indicated above.
The Technical Offers shall be accompanied, under penalty of rejection, by a bid guarantee.
- The Foreign Bidder : Will provide a bank guarantee submission of an amount of : Five thousand three hundred seventy Euros (5 370,00 €), established by a Bank under Algerian law, preferably by the domiciliary bank of SONATRACH, covered by counter-guarantees issued by a first-rate foreign bank, in favor of SONATRACH – Production Division – 08 Chemin du Réservoir, Hydra – Alger.
- Tenderer subject to Algerian law : Will provide a bank guarantee submission of an amount of : Eight hundred thousand Algerian Dinars (800 000,00 DA), denominated in Algerian Dinars, issued by a Bank of Algerian right, in favor of SONATRACH – Production Division – 08 Chemin du Réservoir, Hydra – Alger.
The period of validity shall be equal to the period of validity of the tenders, that is, one hundred eighty (180) calendar days, from the date fixed for the submission of Tenders, with an additional period of thirty (30) calendar days.
Bidders are required, under penalty of rejection, to put in place a bank bid guarantee, according to the model attached in the Tender Document, the original of which may be :
Provided in support of their Offers in the envelope containing the Technical Offer.
Submitted to the Bid Opening Commission by the Bidder or his duly authorized representative at the latest, on the day of the COP meeting and before the opening of the Technical Bids.
The Technical Offers and the Financial Offers must contain the documents listed in the call for Tenders offers.
The Technical Bid envelopes will be opened in the presence of the representative(s) of the tenderers who so wish, at the opening session to be held. The location, date and time specified of which, will be communicated by invitation to all tenderers withdrew the bid of tender, inviting them to attend at the public bid opening session.
The envelopes containing the Financial Offers will be opened in the presence of the tenderers who wish to attend or their duly appointed representatives, to be held on the date, time and address mentioned in the invitation, which will be addressed only to tenderers whose Technical Bids have been declared compliant with the specifications of the Tenders Offers.
Tenderers will remain committed to their tender for a period of one hundred and eighty (180) calendar days, from the date fixed for the submission of Tenders.
