Acquisition of supplies and execution of works on the NR1042 ammonia conversion reactor and the NB1045-A nitrous gas recovery boiler

EPE FERTIAL Spa, Société des Fertilisants d'Algérie, Annaba Industrial Pole, represented by its Maintenance Department, PO Box 3088 Route des Salines, 23000 Annaba, Algeria, is issuing a an International Restricted Consultation. No. 001/DMTC/2026 regarding:

Acquisition of supplies and execution of works on the NR1042 ammonia conversion reactor and the NB1045-A nitrous gas recovery boiler

This equipment will be manufactured in accordance with BABCOCK's design and will be intended for the Nitric Acid production unit, line 1000, at the Annaba Industrial Park.

Eligibility Conditions :

Only tenderers who meet the following criteria may submit an offer:

- Have at least five (05) years of experience in the manufacturing or marketing of the supply covered by this International Restricted Consultation, supported by customer references (certificates of satisfactory performance),

- Have completed at least one (01) contract of the same nature as this International Restricted Consultation, without any deficiencies, over the past five (05) years;

- The tenderer must not appear on the exclusion lists for contracts with Fertial, Asmidal, and Sonatrach.

The Tender Documents may be withdrawn (in electronic format) no later than forty-five (45) calendar days before 4:00 p.m., Algerian local time (including the publication date), from the date of the first publication of this notice on the BAOSEM, from the address of the Procurement Department of the FERTIAL industrial cluster in Annaba by an authorized representative or via email at dao-annaba@fertial-dz.com by any interested tenderer, upon payment of a non-refundable amount of seventy euros (70.00 Euros) or equivalent for foreign tenderers and an electronic copy of an extract from the trade register showing the activity code. Payment will be made by bank transfer to Fertial Annaba's bank account at Banque Extérieure d'Algérie, Agence ANNABA 077, located at Route des Salines, ANNABA 23012, Algeria:

Upon presentation of the following documents: Copy of the Restricted Consultation document payment receipt (bank notice), the mandate for representatives, and a copy of the trade register, or send to the email address above.

Proof of payment for the withdrawal of the International Restricted Consultation documents (Bank Advice/Cash Payment Slip) must be issued in the tenderer’s name.

The one-step submission method applies to this International Restricted Consultation.

Under this International Restricted Consultation, offers (technical offers without price indication and financial offers), prepared in three (03) copies, must be submitted simultaneously, in two separate, sealed envelopes, placed inside a single, anonymous, sealed outer envelope marked "do not open" and requiring the reference number of this International Restricted Consultation (Ref. No. 001/DTMC/2026), which must be submitted or sent to the following address:

Any offer submitted or received by post at the office of the Procurement Department of the Annaba Industrial Park after the date set below will be considered null and void and will be systematically rejected.

The deadline for withdrawing the tender documents is Forty-Five (45) Calendar Days as of the publication of this International Restricted Consultation Notice in BAOSEM (including the publication date).

The offer preparation period is thirty (30) calendar days as of the deadline for withdrawing the International Restricted Consultation documents.

The deadline for receipt of offers is seventy-five (75) calendar days at 3:00 p.m. (local time in Annaba, Algeria), from the publication of this Restricted Consultationnotice in BAOSEM (including the publication date).

If the last day of the offer submission deadline falls on a public holiday and/or a statutory day of rest, offers may be submitted on the following business day.

NB: The full name, first name, and arrival date of the tenderer must be provided to us 48 hours in advance at dao-annaba@fertial-dz.com.

For foreign tenderers: Fifteen Thousand Euros (15 000.00 Euros).

The Submission bail may be submitted by interested candidates on the day of the opening of the technical offers.

The validity period of which is equal to the validity period of the offers, i.e., One Hundred And Fifty (150) Calendar Days as of offer’s opening date, plus an additional period of Thirty (30) Calendar Days.

 EPE FERTIAL SPA may request that the tenderer extend the offer validity period.

The exact date of the offer opening session will be communicated to tenderers in a timely manner.

No changes to the technical or financial offers will be accepted after the offers have been submitted.

All costs incurred in preparing the offer documents and/or the costs of any additional documents that may be requested in this context by the managers of the Fertial industrial center in Annaba during the evaluation remain the sole responsibility of the tenderer.

The offers will be examined and evaluated by an internal procurement committee of the Fertial Annaba Industrial Pole, without the presence of tenderers.

Tenderers whose technical offers have been declared compliant will be invited to attend, if they wish, the opening and review of financial offers, which will take place at the following address:

The envelopes containing the technical offers will be opened first in the presence of the tenderer's representative(s), who may attend by invitation, at the opening session, which will take place at the following address:

The envelopes containing financial offers will be opened in the presence of the representative(s) of the tenderers who wish to attend, by invitation to the opening session which will take place at the following address:

The exact date and time will be communicated in the invitation letters to be sent only to tenderers participating in this Restricted Consultation whose technical offers have been declared compliant with the requirements of the International Restricted Consultation Documents.

Tenderers will remain bound by their offers for a period of One Hundred And Eighty (180) Calendar Days as of the date of offers’ opening.
