The Algerian Electricity and Gas Services Company "sonelgaz-services spa", Subsidiary of the SONELGAZ group, Central Direction of Qualifications Procurement and Sales DCQAV is launching a national and international invitation to tender intended for manufacturers and specialized distributors for:

Acquisition of the following equipment for the account of STOS:

The call for tenders will be carried out in a single phase, with concomitant submission to the Commission for the Opening of Pleats (COPU), the folds of technical offers and the folds of financial offers.

The tenders of the technical offers must be distinct from those of the financial offers which will be opened after the evaluation of the technical offers.

The technical and administrative documents constituting the technical fold and the financial fold are listed in detail in room zero of the specifications.

Any tenderer under Algerian law interested in this notice may purchase a complete set of tender documents, upon written request to the address below and upon presentation of a notice of transfer of the non-refundable amount 30 000.00 DA (Thirty Thousand Algerian Dinars) to the account opened with the National Bank of Algeria (BNA), under N° 001 00637 0300 000 071/91.

Any foreign tenderer interested in this notice can purchase a complete set of tender documents, upon written request to the address below with acknowledgment of delivery by DCQAV/Sonelgaz-Servicces and subject to payment of an amount non-refundable 300€ (Three Hundred Euros) or equivalent in Dollars US to an account opened with the National Bank of Algeria (BNA), Agency 602, 02 boulevard Krim Belkacem – Telemly - Alger, under N°001 00602 0310 000 005/65, swift code BNALDZALXXX.

Transfer costs are the responsibility of the candidate and they are not included in the amount of the tender documents.

The technical and financial offers must be submitted in a sealed envelope to the address below on 19/12/2024 at 09:30.

The tenderer will submit a complete file consisting of the documents cited below, dated, signed and initialed by a duly authorized person:

For the technical offer:

• An original copy of the specifications duly completed, signed and initialed at the bottom of each page (without mention of price) bearing on its last page the words “Read and accepted, without mention of prices”,
• List and detailed technical documentation of the equipment offered and certificates of conclusive tests (raw material and semi-finished products) and certificates of conclusive type tests issued by an accredited neutral laboratory,
• Detailed technical documentation of the supplies and factories offered (Diagrams, descriptions, qualifications, certifications and others) and certificates of conclusive tests (raw material and semi-finished products) and certificates of conclusive type tests issued by an accredited neutral laboratory,
• The technical sheets of the installed machines (productive) and their productivity highlighting the annual production capacity (insulators/year),
• Foreign sales references upon presentation of certificates of satisfaction (good workmanship) issued by the user (outside their country of origin),
• ISO 9001 certificate, latest valid version from the manufacturing plant,
• Authenticated references of the largest clients who have used its services,
• List of subcontractors called upon to participate in the manufacturing of the order, specifying the nature of subcontracting,
• Certificate of origin of the Algerian product issued by the chamber of commerce,
• An administrative file.

For the financial offer:

• The letter of submission in Annexe A2.
• Price schedule in annexe B1 of the 2nd piece,
• The delivery schedule in annexe B2 of the 2nd
• The draft contract duly completed, initialed and signed by an authorized person.

For the foreign tenderers, the guarantee shall be emitted by an Algerian bank and must be valid 30 days beyond the term of validity of the offers with against guarantee emitted by a first order bank of the manufacturer country.

For the Algerian tenderers, the guarantee must be emitted by an Algerian bank or by the guarantee fund of markets and must be valid 30 days beyond the term of validity of the offers.
