NOTICE OF NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDERS

N° 07. SONELGAZ-Transport du Gaz/ DCMT/ 2025

The Algerian Electricity and Gas Company - Gas Transport is issuing a National and International Invitation to Tenders regarding:

Acquisition of four hundred (400) tons of Tetrahydrothiophene for the odorization of natural gas.

The invitation to Tenders will be conducted in two (02) phases, where interested candidates will be asked to submit a technical offer and a financial offer in a single stage on the same day as the offer opening.

The financial offer envelope must be separate from the technical offer envelope.

Upon payment by bank transfer of Ten Thousand Dinars (10,000.00 DA) to the account of the Algerian Electricity and Gas Company – Gas Transport opened at the National Bank of Algeria, Branch 00637 Gué de Constantine, Algiers, under the following account number: 001 00637 0300 000 005 95

Foreign candidates may collect their application upon presentation of a non-refundable Swift (Swift) proving payment of One Hundred Euros. (€100.00).

The specifications will only be submitted to duly authorized representatives of the Companies wishing to participate.

Technical and financial offers, accompanied by the documents and exhibits required in the specifications, must be submitted to the address below on the same day as the technical and financial offer opening date, in a double, sealed, and anonymous envelope marked:

Technical and financial offers must be accompanied by the original bank guarantee, the amount of which must be greater than one percent (1%) of the tenderer's estimated offer amount.

The tenderer's administrative file must contain the following documents:

In the case of a joint-venture, each member of the joint venture must have their own administrative file.

The company's status (legal entity).

The list of the company's principal managers and shareholders.

The certificate of attorney for the person authorized to enter into the contract.

The trade register for the field of activity or equivalent authenticated document.

Financial statements and income statements for the last three (03) years.

Tax certificates.

Certificate of legal deposit of corporate accounts, for commercial companies with legal personality under Algerian law.

Tax identification number (TIN) for national tenderers and foreign tenderers who have already worked in Algeria.

Certificates from the grouping, if it is a consortium.

References from the most important clients who have used its services, both abroad and in Algeria. (In the case of a consortium, each company must provide its references.)

The company's bank details.

An extract from the criminal record of the tenderer, if it is a natural person, and of the manager or CEO, if it is a company; This provision does not apply to foreign companies not resident in Algeria.

A manufacturer's group agreement, duly signed by the authorized representatives of the members (in the case of a group), with an official translation certified by the consular services, defining the nature and objectives of the group, the full identity of each member, the leader, the management structure, the manufacturing services provided by each member, the payment bank account(s), and the provisions in the event of default or withdrawal by any of the members.

For distributors, provide a marketing authorization issued by the manufacturer as part of the invitation to tenders for the proposed product or an approval valid until the end of 2026.

The certificate of origin issued by the relevant Chamber of Commerce and Industry.

A valid copy of the tax assessment extract.

A valid social security certificate.

The provisions of the last two paragraphs do not apply to foreign tenderers not resident in Algeria.

Note: The documents listed above are required according to the legal form of the bidding company.

No markings allowing the identification of the tenderer may appear on the outer envelope, otherwise it will be rejected.

The deadline for submitting offers is September 9^th, 2025, between 9:30 a.m. and 10:00 a.m. (local time), and the public opening of offers will take place immediately thereafter.

tenderers will remain bound by their offers for One Hundred And Twenty (120) days as of the date of the offers’ opening.
