The Sonatrach Company - RPC Activity - Development Division B.P n°58, Z.I Arzew, is launching a National and International Open Call for Tenders for :
Acquisition of the Advanced Process Control (APC) solution for the RA1K, RA2K and RA1G refineries
The Tender Document can be collected from the Development Division B.P n°58, Z.I Arzew before the withdrawal deadline set at Thirty (30) calendar days from the date of publication of the offer on the BAOSEM by any interested candidate, against payment of an amount not refundable amount of Ten thousand (10.000) Algerian Dinars for national bidders, i.e. a consideration of Seventy (70) US Dollars, for foreign bidders and upon presentation of a copy of the commercial register and a mandate for the person responsible for withdraw the tender documents.

Proof of payments relating to the withdrawal of the Tender Dossier (Bank notices / Cash payment slip) must be drawn up in the name of the tenderer.
Only one (01) stage mode off tender is applied for the present invitation.
Under this call for tenders, technical offers, without any indication of price, and financial offers must be submitted simultaneously in two separate envelopes contained in a single sealed anonymous envelope, to the following address:

B.P n°58, Industrial zone-Arzew 31200- Oran - Algeria.
The deadline for submitting offers: Sixty (60) calander days from the date of publication in BAOSEM.
Time: before four o'clock (4:00 p.m.).
If the day of submission of offers coincides with a public holiday or a weekend (Friday and Saturday); the deadline for submission of offers will be extended until the next working day.
The stamp of the general order office (BOG) of the Development Division affixed to the envelope will be authentic.
The technical offers are supplied with a bid bond of:
Seven million Algerian Dinars (7 000 000,00 DA) for the Tenderers of Algeria;
Fifty-two thousand US Dollars (52 000,00 USD) or any other convertible foreign currency, for the Tenderers of foreign right.
Period of validity is equal to the period of validity of the offers, i.e. one hundred and eighty (180) days with an additional period of 30 calendar days.
The tender guarantee may be submitted to the tender opening committee by the tenderer or his authorized representative on the day of the opening of the technical offers.
The envelopes containing the technical offers will be opened in the presence of the representative(s) of the bidders who so wish, at the opening session which will take place at the following address: Siège Activité RPC, located in Sidi Arcine Baraki - Algiers, on the date and time mentioned in the invitation to attend the opening of the envelopes of the technical offers. The tenderers whose technical offers were declared in conformity will be invited to submit a financial offer.
The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend or their duly designated representatives during the session for opening and examining the financial offers which will take place on the date, at the time and at the address mentioned in the invitation which will be sent only to the tenderers whose technical offers are declared to comply with the requirements of the tender documents. The tenderers will remain committed by their offer for duration of one hundred and eighty (180) calendar days starting from the handover date of the offers.
Bidders shall remain committed by their bid for a period of one hundred and eighty (180) calendar days from the deadline for submission of bids.
