The Algerian Company of Electricity and Gas - Services Spa, Central Qualification, Purchasing and Sales Department (DCQAV), launches a call for open national and international competition intended to manufacturers, for the

acquisition of the supply of copper tubes for the account of SONELGAZ – Distribution Spa, according to the following distinct lots:

The call for tenders will be carried out in a single phase, with simultaneous submission to the Tenders Opening Commission (COPU), of the technical and the financial tenders.

The bid fold of the technical offer must be distinct from that of the financial offer, which will be opened at the end of the evaluation of the technical offer. The documents constituting the technical and the financial bids are listed in detail in the "zero" document of the specifications.

Any Algerian tenderer, interested by this notice, can buy on written request at the address below, a complete set of tender documents in electronic or paper, against payment of a non-refundable amount of 50 000.00 DA (Fifty Thousand Dinars) to the B.N.A account of SONELGAZ– Spa Services N° 001 00637 0300 000 071/91, « Agence 637, Immeuble 700 Bureaux, Coté B, Route Nationale N° 38, Gué de Constantine, W. Alger ».

Any foreign tenderer, interested by this notice, can buy on written request at the address below, a complete set of tender documents in electronic or paper, against payment of a non-refundable amount of 500 € (Five Hundred Euros) or equivalent in US Dollars to the B.N.A account of SONELGAZ–Services Spa N° 001 00602 0310 000 005/65, SWIFT Code: BNALDZXXX, « Agence 602, 02 Boulevard Krim Belkacem, Telemly ,W. Alger ».

Technical and financial offers must be submitted to the address below on 09/02/2025 à 11h00.

The tenderer will submit a complete file consisting of the documents listed below, dated, signed and initialed by a duly authorized person.

For the technical offer:

The technical offer will include the following documents:

An original copy of the specifications duly completed without mention of price, signed and initialed at the bottom of each page bearing on its last page the words "Read and accepted", duly endorsed and stamped including the technical specification of part III,

Detailed technical documentation of the proposed supplies (plan, raw materials, manufacturing processes and tests, manual, sheet, certificates, etc.),

Latest version ISO 9001 certificate, valid from the foreign manufacturer,

The manufacturer's employment authorization issued DQL/DCQAV (Ex CREDEG) valid,

Certificate of origin of the Algerian product issued by the chamber of commerce for national manufacturers.

For the financial offer:

The financial offer will include the following documents:

The original of the financial submission letter for each lot established according to Appendix A2,

The schedule of unit prices and the amount of the offer per lot according to Appendix B1,

Delivery schedule per lot according to Appendix B2,

The draft contract for each lot (Exhibits I and II) duly initialed, completed by the amount and signed by an authorized person.

The bid opening sessions are public and will take place on the same day at the address given below. All bids must be accompanied by a bid bond in an amount equivalent to:

The guarantee will be constituted by an Algerian Bank guarantee and will be valid thirty (30) days after the expiry of the period of validity of the offers and the pronunciation of the raised hand by SONELGAZ - Service Spa.

For an Algerian tenderer, the bid bond guarantee will be constituted by an Algerian Bank or by the Fund of guarantee. The bid bond will be denominated in Algerian Dinars.

For foreing tenderer, the bid bond guarantee will be constituted by an Algerian Bank and covered by a counter-guarantee issued by a first-class bank of the country of the tenderer. The bid bond guarantee will be denominated in Euros or US Dollars.
