SONATRACH /PT Pertamina Algeria Eksplorasi Produksi (Company), “The Association” managed by the legislative decree N°- 2004- 423- 424- 425-426-427 of December, 22^nd 2004, acting as operator for development of Menzel Lejmat North MLN Block 405a, located in the Berkine Basin Algeria, having its Head Office at Bali Building / The Legacy Luxury Hotel Algiers Hydra, First Floor, Lotissement Moutchatchou, Lot BD11, Haut Site Hydra 16043 Algiers, Algeria, launches a national tender for prequalification related to:

AIR TRANSPORT SERVICE LINKING THE CONNECTING HASSI MESSAOUD BASE AND THE MENZEL LEDJMAT NORTH MLN FIELD BLOCK 405A

The Air Transport service is required by the Sonatrach/PT Pertamina Algeria Eksplorasi Produksi Association in order to ensure a regular air link with a STOL aircraft (short take-off and landing) on a summary runway between Hassi Messaoud Airport and the MLN Block 405a site, which is located at the following coordinates:

119NM, South East of Hassi Messaoud

N 30º 20.01

E 007 º 50.08

Tenderers that are interested in this prequalification are invited to send, by email only, the prequalification file, that is composed of the following mandatory documents:

1. A scanned copy of the trade register containing the activity codes of the services requested.
2. A scanned copy of the tax registration card.
3. A scanned copy of the uncluttered tax situation certificate (extrait de role )
4. A copy of the Airline - Operating - Certificate.
5. Professional references from the last five (05) years; similar to the services covered by this call for tenders, supported by certificates of good performance delivered by clients.
6. Certified accounts for the last Three (03) years and RAT (Result Accounts Table).

Tenderers interested in this pre-qualification must submit a letter of interest duly signed and sealed by the company representative attached to the pre-qualification file in PDF version to be sent to the following email addresses

The Letter of Interest shall mention:

a. The Tenderer’s Name who will interest to tender

b. Its office address detail complete with office phone number and fax number

c. The full name, mobile telephone number and email of the representative of the submission entity who will be the sole point of contact in charge of discussions relating to this call for pre-qualification, if applicable and a second email address to include in copy in the event of disruption or unavailability of the main contact.

The scanned copies of the required documents must be readable and of good quality. PDF format is recommended.

if the documents volume is higher than 19 Mb,tenderers may sent the documents via Cloud, Google Drive , secure file exchanger, , Wetransfer, Grosfichiers, Dropbox …etc.The bidder is required to request acknowledgment of receipt once the file has been sent via email. Documents received after 00:00h (local time) of the deadline day will be considered null and void (date and time of sending of the email as proof).

The deadline for receipt of the letter of interest and prequalification documents at the two email addresses indicated above is established at Twenty (20) days, from the date of publication of this announcement in the BAOSEM bulletin. The publication date is included in the calculation of the period for receipt of documents.

Please note that the specifications and all tender documents will be shared (by email) only to the successful tenderers during the pre-qualification phase. Only tenderers who have passed the pre-qualification phase will be invited to participate in the tender process. The defect of presenting the required documentation and/ or the documentation received by the company after 6 pm (Algeria local time) on the deadline shall bear the tenderer’s disqualification to participate in the invitation to tender.

All the cost incurred for the preparation of the prequalification documents must be entirely at Tenderer’s charge. Tenderers shall not get into any recourse to claim to l’Association Sonatrach / PT Pertamina Algeria Eksplorasi Produksi.
