PEOPLE REPUBLIC AND DEMOCRATIC OF ALGERIA MINISTRY OF NATIONAL DEFENCE NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDER Nº 022 /2026/DE3
The National Ministry of Defence launched a notice of an open appeal of offers National and International on the:
Lot nº 01 : Approval of plan, construction supervision, and class assignment within the framework of the construction of seven (07) 30-meter tugboat of 70-ton class ;
Lot nº 02 : Approval of plan, construction supervision, and class assignment within the framework of the construction of one (01) offshore patrol vessel;
Lot nº 03 : Certification des procédés de soudage et homologation des soudeurs.
The companies interested in this notice to tender may stand for the following address:

To remove the specification, against payment of the sum of ten thousand dinars(10.000.00 DA), for companies under Algerian law, and its equivalent in foreign currency for the foreigner companies, to the account RIB n° 00 100 951 0300 127 828 / 81 in National Bank of Algeria situated in 4 BD of Soummam- Oran/ Algeria-,
Interested foreign companies can proceed to the payment of the expenses outside the national territory to the account whose coordinate quoted above through Swift BNALDZAL951, to National Bank of Algeria.
The people delegate to the withdrawal of the specifications must bring the following document:
- One (01) copy of valid identification document ;
One (01) letter of accreditation issued by the candidate to the submission ;
- One (01) of commercial register of the company;
The original copy of payment of the amount due with the exchange form.
The offers including the documents required in the specifications shall be divided into three (03) parts:
- One (01) application file including the documents required in the specifications;
- One (01) technical proposal including the documents required in the specifications;
- One (01) financial offer includes the documents required in the specifications.
The application file is inserted into an anonymous envelope separate from those of the technical and financial offers on the outside the mention:
"Dossier candidature-Apple d'Offres National et International Overt n4 022 /2026/DE3 Object of the invitation to tender"
The technical and financial are inserted into two (02) envelopes separate, anonymous and closed, indicating on the outside of each, respectively the mention:
"Offre technique à ne pas ouvrir- Apple d'Offres National et International Ouvert nº 022 /2026/DE3, Object of the invitation to tender" and "Offre financière à ne pas ouvrir- Apple d'Offres National et International Ouvert nº 022 /2026/DE3, Object of the invitation to tender".
The Envelopes containing the application form, the technical and the financial offers should be sent in a fold closed at the following address:

The outer envelope must be strictly anonymous and shall include the statement that: « Submission Do Not Open » National and International open invitation to tender Nº 022 /2026/DE3
Submissions must be sent or filed at the address indicated above, before the 23 MARS 2026 to 10h00. The technical application and offers folds opening dates are fixed on the invitation given jointly with the specifications.
Bibbers wills remain engaged by their offers for a period of 180 days.
