National and International Open Invitation to Tender

N° 112 /S-Eng/2024

The Algerian Electricity and Gas Company - Renewable Energies” issues a national and international open invitation to tender N°112/S-Eng/2024 regarding:

Study, engineering, civil works, supply, transport, assembly, training, testing and commissioning of three (03) photovoltaic solar power plants including their connection works to the electricity transmission network:

Batch 01: PV plant with a capacity of 120 MWc in Kenadsa (Wilaya of Béchar).

Batch 02: PV plant with a capacity of 150 MWc in Touggourt (Wilaya of Touggourt).

Batch 03: PV plant with a capacity of 250 MWc in Tamacine (Wilaya of Touggourt).

The present invitation to tender is adressed to companies operating in the energy sector with proven capabilities to perform all the services covered by this invitation to tender and proven and authenticated references in the EPC implementation of:

For foreign companies participating alone or in a group of foreign companies:

• Photovoltaic solar power plant projects totaling a capacity of 40 MWp and more.

For foreign companies participating in a group with Algerian companies:

• Photovoltaic solar power plant projects totaling a capacity of 25 MWp and more for foreign companies, and;

• Large-scale industrial and energy projects or projects on behalf of Sonelgaz Group companies for Algerian companies.

For Algerian companies participating alone or in a group of Algerian companies:

• Large-scale industrial and energy projects or projects on behalf of Sonelgaz Group companies.

The Contracting Authority reserves the right to verify the information provided by each tenderer at any time during the present invitation to Tender’s process.

Any tenderer, alone or in a group, may only rely on its own qualifications and professional references.

The Specifications must be withdrawn by the candidate or its duly appointed representative. In the case of a group, the Specifications must be withdrawn by the agent or its duly appointed representative, unless otherwise provided in the group agreement.

A member of a bidding group may not be a single tenderer or be part of another group among the tenderers.

For this invitation to Tender, each tenderer may submitt for one, two or all three batches.

Upon presentation of proof of payment by bank transfer of the sum of Two Hundred Thousand Algerian Dinars (200.000.00 DZD), to account No. 001.00637.0300.000.041/84 of Sonelgaz - EnR, opened with the National Bank of Algeria (BNA) at Immeuble 600 Bureaux, RN 38 - Gué de Constantine, Kouba, Algiers.

Candidates must be provided with a copy of the (Trade Register and NIF), a mandate (power of attorney) and an information sheet containing the name or company name, address, contact details (telephone, fax and email), contact details (first and last name, telephone and email) as well as the candidate's field of activity when collecting the specifications.

Candidates not established in Algeria may purchase the Specifications by making a bank transfer of an amount in foreign currency equivalent to the sum of Two Hundred Thousand Algerian Dinars (200.000.00 DZD), to the bank account indicated below:

The withdrawal of the specifications will be done in electronic format only at the address indicated above upon presentation of proof of payment and a mandate allowing withdrawal in the name of the company concerned.

Also, we inform Candidates who do not have a representative in Algeria that the company "BAOSEM" has a service inherent to the withdrawal of the specifications for its subscribers.

The presentation of the Offers will be carried out in a single phase with concomitant submission of the technical and financial offers.

The Offers must be accompanied by the technical and administrative documents required in the document "Instructions to Candidates" of the invitation to Tender’s file, in particular the bank guarantee of submission of a value greater than one percent (1%) of the amount of the offer proposed / VAT included issued by any bank legally domiciled in Algeria.

Each offer is inserted in a closed and sealed envelope, indicating the reference and subject of the invitation to Tender as well as the words "Technical offer" or "Financial offer", as the case may be.

The two envelopes are placed in another anonymous envelope, marked " A NE PAS OUVRIR  ".

Candidates or their representatives are required to attend the opening of the offers with a duly signed mandate to this effect. offers from Candidates who do not comply with this formality (mandate) will not be accepted.

The opening of the offers is public and will take place on the same day at 10:00 a.m.
