NATIONAL AND INTERNATIONAL OPEN INVITATION TO TENDER
Two-Step Process
N° 35/INV/ACH/2025
GCB Company/ Purchase Directorate, the Industrial Zone Oued Smar, Tax ID: 000035072294694, issues a national and international open invitation to tender, regarding:
Supply of :
batch No. 01: Acquisition and installation of two (02) data acquisition systems for a set of well tests
batch No. 02: one (01) batch of irons, data headers and fittings for a set of surface well tests
batch No. 03: One (01) batch of laboratory cabin equipment for a set of well tests
The tenderers who are interested in this invitation to tender may withdraw the specifications at: GCB-Direction Achats, as of the date of publication of this notice in the Baosem, in return of presenting an accreditation letter and the payment of a non-repayable amount of 5000 DZD by batch for the Algerian tenderers to the bank account of GCB/Direction Achats, BEA N° 002 00082 0822200553/63, Rouiba El Kenz Agency, and 50 € by batch for the foreign ones to the bank account of GCB/Direction Achats, BEA N° 002000 82 82 120000 11-92, Rouiba El Kenz Agency.
The submission mode in 02 steps applies to this invitation to tender.
1st Step: Technical offer
The tenderers must submit in the first step, a technical offer with no reference to the price, accompanies with the documents that are required in the specifications.
These offers must be deposited in return of an acknowledgment receipt and put into a sealed double fold in 02 copies, at the address:

The external fold must be anonymous and carry the following mention:

2nd Step: Financial offer
The tenderers who are selected in the technical step are invited to present their financial offers at the immediate session of the financial offers’ opening on the date, the time and the address indicated at the invitation letter.
These offers must be deposited in return of an acknowledgment receipt in 02 copies.
The external fold must be anonymous and carries the following mention:

The deadline of the offers’ submission, by the tenderers or their representatives duly mandated, is fixed in 30 days as of the date of the first publication of this invitation to tender in the Baosem.
In this invitation to tender, the technical offers, with no reference to the price.
Guarantee period:
The required warranty period is 24 months from the provisional acceptance date of the equipment.
Supply of a delivery period:
For the foreign tenderers:
six (06) months maximum CFR incoterm 2020 Algerian port of destination
For the Algerian tenderers:
seven (07) months maximum on-site project after the entry into force of this contract
Delivery of all equipment is on time (single shipment)
List of the required documents:
- The declaration to be signed according to the attached model; (The absence of the document constitutes a reason for rejection);
- The bank guarantee issued by an Algerian bank;
- The absence of the bid guarantee constitutes a reason for rejection.
- The Swift is not accepted.
- The technical offer signed and sealed (on all pages);
- The letter of submission of the technical offer valid for the entire process;
- The delegation(s) of authority of the signatory(ies), the delegations of authority for the Groupings;
- Commitment to provide a guarantee from the ultimate parent company or shareholders;
- The letter of commitment, according to the attached model, duly signed by the tenderer;
- The general information file including the administrative file;
- Observations and/or comments on the technical file;
- The initialed and signed draft contract;
- The manufacturer's authorization(s);
- Certificate(s) of origin(s);
- Initial the specifications and sign the last page of the specifications with the mention read and approved.
The administrative file:
- Status of the company and list of the main shareholders or partners, certified by the legal authorities of their country;
- Extract from its trade register with the electronic code; otherwise, your offer will be rejected;
- Update of the tax situation in Algeria and in the countries where the head offices are located;
- Situation with regard to social security organizations in Algeria;
- Financial situation of the tenderer including balance sheets and profit and loss accounts and the reports of the Auditor for the last three years;
- History of past and current litigation, if any;
- Extract from the criminal record for individuals;
- Power of attorney of the signatory authorized to act in the name and on behalf of the bidder and committing the company or firm for the performance of the contract covered by these specifications. It must be original, dated and signed by the bidder;
- Copy of the receipt for payment of the fee for the withdrawal of the specifications;
- Copy of the valid extract of the roll.
The submission bail:
The technical offers of the Algerian tenderers shall be accompanied by a submission bail of:
batch N°01 : 210.000.00 DZD
batch N°02 : 480.000.00 DZD
batch N°03 : 300.000.00 DZD
The technical offers of the foreign tenderers shall be accompanied by a submission bail of:
batch N°01 : 1500.00 $/€
batch N°02 : 3300.00 $/€
batch N°03 : 2000.00 $/€
With a validity duration that is equal to the offers’ validity duration, that is 180 days, assorted by an additional period of 60 calendar days.
The folds’ opening date and time shall be communicated.
The folds containing the technical shall be opened in the presence of the tenderers’ representatives who would like to attend, in the opening session that shall take place at the address:

The folds’ opening date and time shall be communicated to the tenderers eventually.
The offers’ submission deadline is fixed in 30 days as of the publication of this invitation to tender in the Baosem.
The folds containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend, or their representative duly mandated at the at the opening and examination session of the financial offers which shall take place at the date, time and address mentioned in the invitation that shall be addressed to only the tenderers whose technical offers are declared conform to the specifications’ requirements.
The tenderers keep engaged to their offers for a period of 180 calendar days as of the date of the offers’ submission.
NB: The contracting structure may decide to terminate the tendering process at any time prior to the final contract awarding.
