National and International Open Prequalification

N° 01/PRE QUA/ACH /INV /2025

GCB Company, Purchase Directorate located at: BP 03 Industrial Zone  Oued Smar, issues a national and international open prequalification to potential suppliers in separate batches relating to:

the creation of a supplier database for the acquisition of:

Batch No. 01: Production Equipment

Batch No. 02: Stationary Equipment

Batch No. 03: Rolling Stock

Batch No. 04: Workshop Equipment

Batch No. 05: Measuring and Control Equipment

Batch No. 06: Chemical Products

Batch No. 07: Construction and Building Electrical Equipment

Batch No. 08: Lifting and Handling Equipment

Batch No. 09: Railway Materials and Equipment

Batch No. 10: Tools

Batch No. 11: Computer Hardware

Batch No. 12: Office Equipment

Batch No. 13: Office Furniture

Batch No. 14: Supply of Sheet Metal Roll

In 30 days utmost, as of the date of the publication of the prequalification notice in the Baosem, by every tenderer that is interested, in return of the payment of a non-repayable amount of 2000.00 DZD. For each batch

The payment must be affected by bank transfer in account GCB BEAN° 002 00082 0822200553 /63 agence Rouiba EL KENZ, for the Algerian tenderers, and 20 € for each batch for the foreign ones at the account GCB /Direction Achats BEA N002000 82 82 120000 11-92 agence Rouiba EL KENZ.

The single step mode applies to this notice of prequalification.

In this prequalification, the candidature file, with no indication to the price, must be deposited in a sealed envelope, at the Purchase Directorate, at the 30^th day utmost as of the date of publication of prequalification in the Baosem.

The tenderers must submit, only, the technical offer, with no reference to the price, accompanied by the administrative and tax documents listed below:

1. Subscription declaration;
2. The technical offer submission letter valid for the entire duration of the process.
3. Signed declaration of probity
4. Declaration of candidacy
5. GCB ethics rules signed
6. Signed confidentiality letter
7. The letter of commitment, following attached model, duly signed by the tenderer.
8. The commitment to provide the guarantee of the ultimate parent company or shareholders
9. The authorization(s) of the manufacturer(s)
10. the certificate(s) of origin(s)
11. The representative and/or exclusivity letter
12. The detailed list of brands signed and sealed
13. Observations and/or comments in the technical file
14. Initialing the specifications and signing the last page of this latter with the mention “Read and Approved”; and, every other information or every document that should be supplied by the tenderers, if precised in the specifications. The tenderers use in particular in this case, the documents and the corresponding samples that are included in the specifications;
15. Professional references justified by certificates of successful completion, purchase orders, contract.
16. Justified the existence of an after-sales service.

Tenderers must accompany their technical offers with an administrative file, including in particular the following documents:

a) The company’s status and the list of the principal shareholders or partners, certified by the legal authorities in their county;

b) An extract of the trade register with electronical code;

c) Update of the fiscal situation in Algeria and in the countries sheltering their headquarters;

d) Situation with regard to social security organizations

e) Legal deposit certificate of the social accounts for the commercial companies subscribed in CNRC;

f) financial situation of the tenderer, including the balance sheet and income statement and the reports of the External Auditor for the last three years .

g) History of past and current litigation, if applicable;

h) The extract of the criminal record for the natural persons;

i) Power of the signatory authorized to act in the name and on behalf of the tenderer and binding the company or the company for the realization of the contract object of the present specifications. It must be original, dated and signed by the tenderer;

j) Copy of the transfer receipt of the specification’s withdrawal charges;

k) Copy of the valid role extract.

The candidature files shall be opened and evaluated by an ad-hoc commission.

The tenderers keep engaged to their offers for a period of 03 years as of the offer’s submission date.

The tenderers having presented offers that respond to the CLIENT requirements, judged to be conform to the specifications, shall be consulted and invited to submit technical and financial offer at the request and need of GCB, in the occasion of the suppliers’ consultation issues by the structure

N.B: GCB reserves the right to terminate the pre-qualification process at any stage for reasons of which it remains the sole judge.
