GCB Company/ Purchase Directorate, Industrial Zone Oued Smar, with a Tax ID: 000035072294694, issues a national and international open invitation to tender regarding:

Supply of:

Batch No. 1: Two (02) cryogenic tanks with a capacity of 27,000 liters for transporting nitrogen.

Batch No. 2: Two (02) vertical cryogenic nitrogen tanks with a capacity of 34,000 liters.

Batch No. 3: Two (02) semi-trailer-type rolling water transport tanks with a capacity of 30m³ divided into three (03) compartments.

Batch No. 4: Two (02) semi-trailer-type rolling acid transport tanks divided into three (03) compartments, one (01) with a capacity of 27m³ and the other (01) with a capacity of 20m³.

The tenderers who are interested in this invitation to tender may withdraw the specifications at GCB- Purchase Directorate, as of the date of its publication in the Baosem, in return of the presentation of accreditation letter, and the payment of a nonrefundable amount of 5000 DZD by batch for the Algerian tenderers, to the bank account GCB /Direction Achats BEA N° 002 00082 0822200553 /63 Rouïba Agency El Kenz, and 50 € by batch for the foreign ones to the bank account GCB /Direction Achats BEA N 002000 82 82 120000 11-92 Rouiba Agency El Kenz.

The submission mode in one step applies to this invitation to tender.

The offers’ submission deadline, by the tenderers or their duly mandated representatives, is fixed in 30 days as of the date of the first publication of this invitation to tender in the Baosem.

In this invitation to tender, the technical offers, with no reference to the price and the financial ones must be submitted simultaneously in two separate folds contained in the same fold, at the address:

REFERENCES

• This invitation to tender is open to manufacturers and manufacturers' representatives of Tanks/Nitrogen Tanks/Cryogenic Tanks/Acid Tanks holding similar contracts. Each tenderer must include a copy of their technical offer.

• The company's references and professional qualifications, duly supported by contracts and certificates of performance/satisfaction letters.

• tenderers must have all approvals and certificates of conformity for the supplies they propose, in accordance with national and international standards.

tenderers must belong to one or more of the following categories:

• Qualified manufacturers specializing in the manufacture of equipment covered by these specifications (provide proof: Manufacturer's Certificate).

• Representatives of qualified national and/or international manufacturers of equipment covered by these specifications (provide proof: Valid Manufacturer's Authorization).

tenderers must meet all of the conditions defined below:

• Have a commercial register relevant to the subject of the invitation to tenders.

• Not be in conflict with the GCB.

• Not be on the SONATRACH blacklist.

• Have recognized professional references in the field.

• Have all approvals and certificates of conformity for the proposed supply in accordance with national and international standards.

• Offer original equipment that meets quality and safety standards and is recently manufactured (less than one year old).

Delivery deadline for supplies:

For batches No. 01, 02, 03, and 04:

- For foreign tenderers: A maximum of nine (9) months (CFR Incoterm 2020) from the Algerian port of destination.

- For Algerian tenderers: A maximum of ten (10) months on project's site.

Supply warranty:

For batches No. 01, 02, and 03:

- The required warranty period is twenty-four (24) months from the date of provisional reception of the equipment.

For batch No. 04:

- The required warranty period is twelve (12) months from the date of provisional reception of the equipment.

The required documents:

1. The letter of submission of the technical offer valid for the entire process
2. Delegation(s) of authority of the signatory(ies), delegations of authority for groupings;
3. The commitment to provide the guarantee of the ultimate parent company or shareholders;
4. The bank guarantee issued by an Algerian bank

(The absence of the tendering guarantee constitutes a reason for rejection).

Swift is not accepted.

1. The letter of commitment, according to the attached model, duly signed by the tenderer;
2. The signed declaration to be subscribed;
3. The general information file including the administrative file;
4. The technical offer signed and sealed;
5. The observations and/or comments on the technical file;
6. The signed and initialed draft contract;
7. The authorization(s) of the manufacturer(s);
8. The certificate(s) of origin(s);
9. Initial the specifications and sign the last page of the specifications with the mention read and approved.

Administrative file :

1. Status of the company and list of the main shareholders or partners, certified by the legal authorities of their country;
2. Extract from its trade register with the electronic code; otherwise, your offer will be rejected;
3. Updated tax situation in Algeria and in the countries where their head offices are located;
4. Situation with respect to social security organizations in Algeria;
5. Financial situation of the tenderer including balance sheets and profit and loss accounts and auditor's reports for the last three years;
6. History of past and current litigation, if any;
7. Extract from the criminal record for individuals;
8. Power of attorney of the signatory authorized to act in the name and on behalf of the tenderer and committing the company or firm for the performance of the contract covered by these specifications. It must be original, dated and signed by the tenderer;
9. Copy of the receipt of payment of the fees for the withdrawal of the specifications;
10. Copy of the valid excerpt of the roll.

The technical offers of the Algerian tenderers shall be accompanied by a Submission guarantee with an amount of:

LOTN°01: 330.000.00 DZD

LOTN°02: 330.000.00 DZD

LOTN°03: 80.000.00 DZD

LOTN°04 : 120.000.00 DZD

The technical offers of the foreign tenderers shall be accompanied by a submission guarantee with an amount of:

LOTN°01 : 2.250,00 € or $.

LOTN°02 : 2.250,00 € or $.

LOTN°03 : 550.00 € or $.

LOTN°04 : 800.00 € or $.

With a validity duration that is equal to the offers’ validity duration, that is 180 days, assorted by an additional period of 30 calendar days.

The opening date and time shall be communicated.

The folds containing the technical offers shall be opened in the presence of the tenderers’ representatives who would like to attend to the opening session that shall take place at the following address:

The offers’ opening date and time shall be communicated to the tenderers eventually.

The offers’ submission deadline corresponds to 30 days as of the date of publication of the invitation to tender in the Baosem.

The folds containing the financial offers shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly mandated at the financial offers’ opening and examination session that shall take place at the date, time and address mentioned in the invitation that shall be addressed to only the tenderers whose technical offers have been declared conform to the specifications’ requirements.

The tenderers keep engaged to their offers for a period of 180 calendar days as of the date of the offers’ submission.

NB: The contracting structure has the faculty of deciding to put an end to the invitation to tender’s process at any moment and before the final awarding of the contract.
