INTERNATIONAL RESTRAINED INVITATION TO TENDER

N° 01/SH.ASL/DPM/SDS/2021

1. SONATRACH, Direction Génerale / Direction Affaires Sociales, located at 71, Chemin Cheikh Bachir El-Ibrahimi, El-Mouradia, Algiers, Algeria,  launches an international restrained invitation to tender for :

«BENEFITS TRANSFER, MEDICAL CARE AND ASSISTANCE TO PATIENTS ABROAD»

This invitation to tender is addressed only to bidders located in Europe to take in charge patients from French public medical structures, and specialized in the field of support for patients from aboard

Benefits transfer, medical care and assistance to patients abroad  consists of:

The transportation of patients by ambulance in case of emergency from a place designated by the contracting structure, in Algeria or any other country, to an airport for evacuation by air ambulance.

The evacuation of patients by air ambulance in case of emergency from Algeria or from any other country, to a public medical structure in France.

The hospitalization of patients designated by the contracting structure in French public medical structures.

The organization of outpatient care for the benefit of patients designated by the contracting structure.

The reception and transportation of patients from a French airport to the place of hospitalization, care or accommodation. (transportation can be assured from a place designated by the contracting party to a French airport in case of emergency or from a French airport at the arrival of patients to a hospitalization or accommodation medical structure (air and terrestrial transportation).

The transportation of patients to each medical appointment, outward and return.

The accommodation for outpatients and their possible accompagnateurs (companions).

The repatriation of patients by air ambulance or airplane according to their health condition.

The repatriation of human remains to Algeria from a place designated by the contracting structure and at his request.

2. The invitation to tender can be withdrawn and deposited at the following  address :

And no later than forty five (45) days, at 15  o’clock (15h00), since the publication in the BAOSEM, by any interested candidate, against a payment of non-refundable amount of  fifty Euros (50 €).

The payment must be made by transfer in the bank account n°: 002 00005 0503264123 62, of the Banque Extérieure d’Algérie (BEA), Djenane El-Malik Agency. Hydra - 16 035. Algiers.

NB :

When withdrawing the specifications, bidders must submit the original and one copy of the deposit slip and bring the seal moist.

The withdrawal slip must be payable to the company

3. The mode of submission in one step applies to this invitation to tender.

4. On the basis of the present invitation to tender, technical offers, without any indication of price, and financial offers must be submitted simultaneously in two folds separated in a same fold, at the address specified above.

The outer envelope will be completely anonymous and will include only the following indication:

The technical offers shall be accompanied by a bid security, under pain of rejection.

5- The technical offers shall be accompanied by a bid bond, submitted in the technical bid, of twenty thousand Euros (20.000 €) whose period of validity is equal to the period of validity of offers which is of one hundred eighty (180) days, assorted with an additional thirty (30) calendar days.

6. Technical bids will be opened in the presence of bidders who wish to attend the opening session, the date and address will be communicated to bidders in a timely way.

7. Financial bids will be opened and examined in the presence of bidders who wish to attend the opening session, the date an address will be mentioned in the invitation that will be sent to the only bidders whose technical offers are declared compliant with the requirements of the invitation to tender folder.

8- Bidders will remain committed by their offers for a period of one hundred eighty days’ calendar (180 days) from the date of technical bids opening.
