1.SONATRACH - Production Division lunches a national and international call for tenders for:

" Brought to conformity of the oil installations of the 3/4th floor A unit CINA-HASSI MESSAOUD ”


Location:

The work and services will take place at the level of the CINA at HASSI MESSAOUD

Technical Specifications:
The service covers all of the following tasks:
•Carry out engineering studies to be adapted to the project
•Replacement of the control system / command and protection of the motor-compressor unit
•Changing all pressure, flow, level control valves
•Replacement of all safety valves on the 3rd 4th stage unit
•Change of five BP balloon safety valves (G3A to H)
•Instrument replacement (Motor compressor and process)
•Renovation of all air supply pipelines for measuring and control instruments
•Replacement of the vibration and temperature protection system of the Motor Compressor
•Redevelopment of the former electrical substation with replacement of electrical equipment.
•Renovation of the entire electrical installation,
•Changing control and power cables junction boxes
•Change local control station
•Revamping interior and exterior lighting circuit
•Change of two transformers 30kv/5. 5kv and 30kv/0. 4kv
•Renovation of the earthing circuit.
•Installation of reactive energy compensation battery
•Renovation of the fire & gas protection system
•Changing lubricating oil air cooler batteries
•Change of gas air cooler batteries.
•Total replacement of the lubrication system (main and polluted oil boxes, extractor, agitator, lubrication pumps and heating resistors, safety valves, sight glasses, breather valves, etc. ).
•Construction of a semi-barred steel frame shelter with an ATEX overhead crane.
•Changing the demisters of the different balloons.
•Changing manual valves and non-return valves.
•Installation of a gas flow metering system, for unit inlet and outlet, flaring gas and condensate.
•Replacement of the 16'' manual pressure relief valve by a flow control valve connected to the control system
•Replacement of the two pressure relief valves SOV-2308/SOV-2314 on the suction and discharge lines.
•Replacement of the two TOR valves ROV2302/RO2303
•Renovation of Wiring material / Die / Junction boxes for local instruments and probes.
•Changing the liquid recovery pumps of the compressor suction tank.
•Installation of a chemical injection skid.
•Carrying out factory tests (FAT)
•Supervision and execution of dismantling and assembly operations.
•Supply of spare parts for two years of operation.
•The supply of all equipment and materials
•Commissioning of the Motor Compressor and related systems
•On-site tests and performance tests on new equipment
•The assistance of the Owner's personnel to master the new hardware and software installed
•The rehabilitation of the premises and the conditioning of the old systems
•Renovation of the control room and substation.
•Training on site and at the Contractor's premises on the control systems installed with appropriate teaching aids and according to a predefined programme.
•Provide documents, plans and software licenses final version

And no later than the 60th days at 12h00min counted from the day publication on BAOSEM by interested bidders, against nonrefundable amount of 3000 DA for Algerian bidders and 35 € for foreign bidders

1.Two (02) steps submission mode is applied to this tender.
1. In the first step of the submission, the technical offer with no price indication is deposited, at the addresses:

No later than 17:00 h, sixty (60) days counted from the date of the tender publication on BAOSEM.
In case the date is aligned with a weekend and/or a legal holiday, the offers may be deposited on the next day.
1.Bidders, whose technical bids have been declared in conformity with the request, will be invited to submit financial offer.

The envelopes containing the technical offers under the first step will be opened in the presence of the representative (s) of the bidders who wish assist to the operation, (Opening session) to be held at:

The financial offers (2nd Step) are accompanied by a bid bond of seven million eight hundred thousand Algerian Dinars (7 800 000.00 DA) established by an Algerian bank for Algerian bidders and seventy eight thousand Euros (78 000.00 €), issued by a foreign bank to the BEA Algerian Bank for foreign bidders. The validity of the bond is equal to the period of bid validity or 120 days accompanied by an additional 30 calendar days counted from the day of the technical offers opening.

1.Bidders shall remain bound by their tenders for a period of one hundred and twenty (120) calendar days from the bid opening of the technical bids day.
