OPEN NATIONAL AND INTERNATIONAL TENDER NOTICE
N° 06 /TRC/MNT/APP/2025
Two (2) step process
The SONATRACH Company, Pipeline Transport Activity, Supply Department B.P 08 Sidi Arcine - Baraki, Algiers, is launching a National and International Open Call for Tenders No. 06/TRC/MNT/APP/2025 for:
Carrying out Studies, Supplies, Works and Services related to the installation of seven (07) on-line hydrocarbons & water dew point analyzers for natural gas from the CNDG housed in three (03) SHELTERS in EPC. Two (2) step process.
The Tender Document may be withdrawn no later than 30 days from the date of publication of this notice on BAOSEM by any interested bidder, against payment of a non-refundable amount of ten thousand (10,000 .00) Algerian dinars for bidders under Algerian law or one hundred (100.00) Euros for bidders under foreign law and an electronic copy of an extract from the commercial register showing the function code
The period of validity of bid guarantees is equal to the period of validity of tenders with an additional period of 30 days.
Payment will be made by transfer to the SONATRACH IBAN bank account No. 002 000 05 05032 64 124 59, opened with the Banque Extérieure d'Algérie (BEA) agency Site SH - Djenane El Malik Hydra- Algiers (16000) Algeria.

The payment receipt must imperatively bear the references of the tender to be collected and must bear the name or company name of the tenderer.
The two-step (02) bidding method applies to this Call for Tenders.
As part of the first stage of this Call for Tenders, technical offers without any price indication must be submitted in sealed envelopes to the following address:

The period for obtaining the Tender Documents is set at thirty (30) calendar days from the date of publication of this notice in the Energy and Mining Sector Tender Bulletin (BAOSEM) in paper format.
The preparation period for offers is set at thirty (30) calendar days starting from the deadline for obtaining the Tender Documents.
The deadline for submitting technical offers is set at 60 calendar days from the date of publication of this Call for Tenders in the BAOSEM.
Technical offers must be accompanied by a bid guarantee of four million Algerian Dinars (4,000,000 DZD) for Algerian legal bidders or twenty-five thousand Euros (25,000 EUR) or equivalent in foreign currency for foreign legal bidders. This guarantee must remain valid for the same duration as the technical offers, i.e., one hundred eighty (180) calendar days from the date of opening the technical offers, plus an additional period of thirty (30) calendar days.
If the last day of the submission deadline coincides with a public holiday, the deadline will be extended to the following working day.
Notes :
Any bid received after this deadline will be rejected.
SONATRACH Spa reserves the right to request bidders to extend the validity period of their offers.
The sealed envelopes for the first stage will be opened in the presence of the bidder(s)’ representative(s) who wish to attend by invitation, during the opening session held at the following address:

Bidders whose technical offers are declared compliant will be invited to submit a financial offer.
The envelopes containing financial offers will be opened in the presence of the representative(s) of the Bidders who wish to attend by invitation, during the opening session held at the following address:

Bidders will remain bound by their offer for a period of two hundred ten (210) calendar days from the date of opening the technical offers.
The bid guarantee may be submitted on the day of opening the technical offer envelopes.
Any request for clarification relating to this call for tenders must be sent at least ten (10) days before the deadline for submission of tenders to the following address:
