The bidders must submit in a single step, at the same time and separately established, a technical bid with no reference to the price, and a financial one containing the price offer, both accompanied by the legal file listed in the specifications.

The technical bids as well as the financial ones, separately established, must be submitted immediately, under a double envelope put in one sealed envelope at the address indicated in in the article 15 on 25th July 2017 before 10h00 ( local time); the bids opening is public and shall take place on the same day at 10h30.

The internal envelopes containing the technical and financial bids must be anonymous, with no headline neither a label, and mustn?t carry except the following mention:

All the bids must be accompanied, at the submission moment to the deadline utmost, by a transfer submission bail, to the profit of La Société Algérienne d?Eléctricité, with an amount of 3.000.000.00DZD for the Algerian bidders and 30.000? for foreign bidders emanate of an Algerian bank.

The bidders keep bound to their bids for 180 days as from the day of the bids submissions.
