The Sonatrach Company, Liquefaction and Separation Activity,Development Division, The Gas Projects Follow-up Direction - Siege des deux divisions LSH&INV P.O N°74 AIN EL BIA – 31230 Oran - ALGERIA launches national and international restricted tendering process in two (02) steps N°°01/SH/LQS/INV/RGZ/2024 for:

Construction of three (03) storage tanks including two (02) for refrigerated Propane and one (01) for refrigerated Butane, with a capacity of 70,000 m3 each, at the GP1Z Complex

This invitation to tender is addressed only to bidders meeting the following criteria:

- Having professional references as a member of a group or entrepreneur, demonstrating general and specialized experience in carrying out EPC projects for LNG and/or LPG storage tanks of the Full Containment type;

- Have successfully completed at least two (02) LNG and/or LPG storage tank projects of the Full Containment type during the last ten (10) years, justified by certificates of good execution issued by the customer or, where applicable, by the Final Acceptance reports signed by the customer.

no later than Forty-Five (45) days from the date of the first publication of the notice of invitation to tender at BAOSEM  by any interested candidate on presentation of a copy of the trade register, against payment of a non-refundable amount of three Thousand Algerian Dinar (3000 DZD) for companies under Algerian law and Twenty (20) euros for companies under foreign law.

The payment receipts for the withdrawal of the tender documents must be made out in the name of the company wishing to withdraw the tender documents

The two (02) steps submission method applies to this invitation to tender

Under the first stage of this Call for Tenders, the technical offers without any indication of price must be deposited in envelopes, at the address:

no later than Sixty (60) days from the date of publication in BAOSEM.

Technical bids shall be accompanied by a bid security of One Million Dollars USD (1 000 000,00 USD) or the equivalent of another convertible foreign currency for bidders under foreign law and one-hundred and forty million Algerian Dinar (140 000 000.00 DZD) for bidders under Algerian law, the period of validity of which shall be equal to the period of validity of the bids, i.e., One Hundred and Eighty (180) days, plus an additional Thirty (30) Calendar Days;

If the last day of the deadline for submission of tenders coincides with a public holiday, the date will be postponed to the next working day

The bid guarantee can be submitted by interested candidates on the day of the opening of the bids for the technical offers

Under the second stage: Tenderers whose technical offers have been declared compliant will be invited to submit a financial offer. The bids under the first stage will be opened in the presence of the representative(s) of the Bidders who so wish, at the opening session which will take place at the address and on the date mentioned in the invitation letter.

Bids containing financial offers will be opened in the presence of the representative(s) of the Bidders who so wish at the opening session which will take place at the address takes place on the date, time and address indicated in the invitation to attend the bid opening session containing the financial offers.

Tenderers shall remain bound by their tenders for duration of one hundred eighty (180) calendar days from the date of submission of tenders. The duration can be extended.
