Construction, Supply, Installation and commissioning of a Fluidized Bed Cooler rep. CE 2305 L2000 NPK Unit

EPE FERTIAL Jsc, Algerian Fertilizer Company, Annaba Industrial Park, represented by its Technical Department, BP 3088 Route des salines 23000 Annaba, Algeria, issues a Restricted National and International Invitation to Tender N°003/DT/2025 regarding:

Supply:

- New CE2305 fluidized bed cooler including the conditioning coil.

- Transportation, packaging, marking, and delivery to the port (Annaba or Skikda).

Related services:

- Construction (boiler making work in the workshop and on site);

- Assembly (or, failing that, assistance, supervision, and acceptance): provision of a specialized technician to handle this task until the completion of the assembly work;

- Adjustments and fine-tuning;

- Testing and commissioning.

Eligibility Requirements:

Only allowed tenderers to participate :

- Have at least five (5) years of experience in manufacturing or marketing the supply covered by this invitation to tender,

- Have completed at least one contract of the same nature as this invitation to tender, without any failures, over the past five (5) years.

The Tender file may be collected from the Procurement Department of the FERTIAL industrial cluster in Annaba by an authorized representative or via email at DPM-Annaba@fertial-dz.com, no later than 45 calendar days as of the date of the first publication of this notice on the BAOSEM, before 3:00 p.m. Algerian local time, by any interested tenderer, upon payment of a non-refundable amount of (10,000.00 DZD), for Algerian tenderers, or (70.00 Euros) or equivalent, for foreign ones, and an electronic copy of an extract from the trade register showing the activity code.

The period of validity of tender guarantees is equal to the period of validity of the offers plus an additional period of (30) days.

Payment will be made by bank transfer to Fertial Annaba's bank account at Banque Extérieur d'Algérie, Agence ANNABA 077, located at Route des Salines, ANNABA, 23012, Algeria.

Upon presentation of the following documents: Copy of the voucher or receipt for payment of the tender documents (bank notice), the mandate for representatives, a copy of the trade register, or send to the email address mentioned above.

 Proof of payment (Bank Advice/Cash Payment Slip), which must be made out in the tenderer’s name.

The two-stage submission method applies to this National and International Restricted invitation to Tender.

Concerning the first stage of this invitation to Tender, technical offers without any price indication must be submitted or sent in envelopes to the following address:

 The deadline for withdrawing the Tender Documents is (45) calendar days as of the publication of the present Restricted invitation to tender’s Notice in the BAOSEM.

 The bid preparation period is (30) calendar days as of the deadline for withdrawing the Restricted invitation to Tender’s Documents.

The deadline for receipt of technical bids is seventy-five (75) calendar days from the publication of this Tender Notice in the BAOSEM.

Note: The full name, first name, and arrival date of the bearer must be provided to us 48 hours in advance.

 Technical offers are accompanied by a submission bail of:

1.200.000.00 DZD for Algerian tenderers;

8.478.00 Euros for foreign tenderers.

The validity period of which is equal to the validity period of the technical offers, i.e., 120 calendar days as of the date of opening of the technical offers, plus an additional period of 30 calendar days. If the last day of the offer submission deadline coincides with a public holiday, the date will be extended to the next business day.

Note: Any offer received after this deadline will be rejected.

EPE FERTIAL SPA may request the tenderer to extend the offer’s validity period.

 The offers concerning the first stage will be opened in the presence of the representative(s) of the tenderers who so wish with invitation, at the opening session which will take place at the following address:

tenderers whose technical offers have been declared compliant will be invited to submit a financial offer.

bids containing financial offers will be opened in the presence of the tenderer's representative(s) who so wish, by invitation, at the opening session to be sent at the following address:

note: The exact date and time will be communicated in the invitation letters to be sent to tenderers participating in this invitation to tender.

The submission guarantee may be submitted by interested candidates on the opening day of the technical offers.

tenderers will remain engaged to their offers for a period of 120 calendar days as of the technical offers’ submission deadline.
