NOTICE FOR ONE STAGE NATIONAL AND INTERNATIONAL OPEN TENDER

N°05/SH/EP/FOR-PFP/2025

SONATRACH, Exploration - Production Activity, Drilling Division, 10, rue du Sahara – Hydra 16035 Algiers – Algeria, launches a notice for one stage national and international open tender for the following:

Coring Works in Three 03 batches

The following tender includes the performance of around 22 864 meters coring program in about 400 exploration and development wells located across the Algerian onshore territory within a period of thirty-six (36) months according to the following workload:

This Invitation to Tender is divided into three (03) Batches for two categories of bidders:

Category A: Bidders with experience in coring in oil and gas wells and who must meet the qualification criteria set out in IS 1.7. They are concerned by lots 1, 2, and 3, in accordance with the award rules.

The Bidder who bids for batch No. 1 is required to also bid for batches No. 2 and No. 3.

The Bidder who bids for batch No. 2 is required to also bid for batch No3

Category B: Bidders of Algerian law from newly established companies may only bid for lot 3. However, they will be subject to simplified conditions.

The batches 1 and 2 cannot be combined.

from the date of publication of the tender notice in the BAOSEM (daytime included) according to the following days and hours:

From Sunday to Thursday: from 09:00 till 11:30 and from 13:30 till 15:00;

The period for the withdrawal of the tender documents is Thirty-five (35) calendar days from the date of publication of the Invitation to Tender notice in the BAOSEM (including the day of publication);

The period for preparation of Bids is forty-five (45) calendar days from the date of publication of the Invitation to Tender notice in the BAOSEM (including the day of publication)..

by any interested candidate, against payment of a non-refundable amount by bank transfer in the name of the tenderer of:

Fifteen thousand Algerian Dinars (15 000,00 DA) for the tenderers of Algerian law ;

One hundred US Dollars ($ 100,00) for foreign bidders.

Payment shall be made by bank transfer to bank account No. 002 00005 050326412168, Swift Code: BEXADZALX005, at the Banque Extérieure d'Algérie (BEA) - Agence Djenane El-Malik - Hydra, Alger, Algeria.

For the withdrawal of the Tender Document, the representatives of the candidates must provide the documents listed below:

The original receipt of payment made on behalf of the bidder,

And a copy of the Trade Register.

Proof of payments relating to the withdrawal of the Tender File (Bank advice / cash payment slip) must be drawn up in the name of the tenderer.

This tender complies with a single step process: simultaneous submission of technical and commercial offers.

Under this tender, technical bids, without any indication of prices and financial offers must be submitted simultaneously in two separate folds contained in one fold at the following address:

and no later than forty-five (45) days from the date of publication of this notice in the BAOSEM (release day included) according to the following timetable:

From Sunday to Thursday: from 09:00 till 11:30 and from 13:30 till 15:00.

In the event that this date coincides with a statutory holiday or weekend (Friday or Saturday), the submission deadline will be the following business day.

Only the receipt stamp affixed on the folds by Cellule de Passation des Marchés (CPM) shall prevail.

The technical offers are accompanied by a submission guarantee for each batch as follows:

In the event that a company submits a bid for more than one batch, only one guarantee will be required, equal to the amount of the highest-valued batch.

The validity period of the bid bond is equal to the validity period of the bids, i.e., one hundred and eighty (180) calendar days from the bid submission deadline, with an additional period of 30 calendar days.

The bid bond may be submitted by interested bidders on the day of the opening of the technical bids

The technical offers will be opened in the presence of the the tenderers representative (s) who so wish, at the opening session which will take place at the address, date and time of the tenders opening which will be communicated to bidders who have withdrawn the Tender File in good time by a letter of invitation which will be sent to them.

The opening of the envelopes containing the financial offers will take place in the presence of the tenderers who wish to attend or their duly appointed representatives, on the date, time and address mentioned in the invitation sent only to tenderers whose technical offers have been declared to comply with the requirements of the Tender Document.

Bidders shall remain bound by their offer for a period of one hundred and eighty (180) calendar days from the bid submission deadline.
