N° 48/2016/GEA/HMD

The National Company for Hydrocarbons Research, Production, Transport, Transformation and Commercialization named SONATRACH, Exploration & Production Activity, Production Division, Regional Direction of Hassi-Messaoud, Exploitation Direction El-Gassi BP 112 Hassi Messaoud, launches a National and international Invitation to tender for :

"Drilling & Workover pits heat treatment."

Bidders who are interested by the present Invitation to Tender may withdraw specifications, counting from the publication date on the Bulletin of Invitations to Tender of Energy Sector (B.A.O.S.E.M) by presenting a copy of commercial register and the document justifying a payment of an amount of twenty Thousand Algerian Dinars (20 000.00 AD) for National tenderers and Two Hundred Euros (200 ?) for foreign tenderers to the SONATRACH bank account N° 002 00005 0503264125 56, Exterior Bank of Algeria (B.E.A.), Branch Algiers, to the following address :

The tender can be delivered only to the person assigned by the bidder wishing taking part to this invitation to tender.

The Closing date for the bids submission is Sixty (60) days as from the publication in the B.A.O.S.E.M. In case of a deadline extension, offers should be delivered the last day before 18 pm.

The companies on the blacklist of ENERGY & Mines ministry cannot withdraw specifications.

This tender is carried out in one phase submission mode.

Both technical offer without any indication of prices, and commercial offer must be submitted simultaneously in two separated sealed envelopes contained in one sealed and handed to the office order at following address:

Technical and commercial offer do not open

If the dead line coincides with a day off, offers can submitted the following first working day.

The technical bid is accompanied by a bid bond as follows:

National tenderers:

Lot N°01: 30 000 000 AD
Lot N°02: 20 000 000 AD

Foreign tenderers:

Lot N°01: 300 000 $
Lot N°02: 200 000 $

Whose validity is equal to the validity period of the bids that to say 120 days with an additional period of 30 days. ie: 150 days.

This guarantee must be established by an Algerian bank (for national tenderers) and by a foreign bank of first order beside the External Bank of Algeria (B.E.A)-(for foreign tenderers).

The offers will be opened at the presence of the representative (s) of the tenderers wishing to be present on the opening session. The exact date of the opening will be communicated to the tenderers on time. An invitation will be sent to tenderers in order to assist the opening session.

Tenderers remain engaged by theirs offers for 120 days, from the date of opening of the technical bids.

SONATRACH may ask for extending the validity of offers during the evaluation.
When withdrawing this Bidding Document, the Bidder is obliged to present the commercial register or K -BIS in accordance with the subject of the invitation to tender.
