CALL FOR NATIONAL AND INTERNATIONAL TENDER

SONATRACH Spa, Activité Exploration-Production, Division Forage, Direction des Opérations, is issuing a Call for National and International Tender for:

«Drilling with Turbines»

IN TWO (02) LOTS

The present Call for National and International Tender is opened for the drilling companies (Companies registered as such) with well-known references in Directional Drilling Services. The scope of work includes carrying out drilling operations with turbines in 8 ½" and 6" phases on deviated and/or horizontal or vertical wells. These operations cover all Algerian oilfields.

The bidder must mandatorily meet the following qualification criteria:

he has at least five [05] years of experience in drilling with turbines;

he has executed at least three [03] similar contracts in terms of drilling with turbines;

he is in a good financial position;

he employs personnel with the required qualifications in key positions, and can be mobilized within four (04) months from the date of Contract notification;

his materials and equipment comply with the requirements of the bidding document (DAO), and can be mobilized within four (04) months from the date of Contract notification;

he has an established QHSE (Quality, Health, Safety, and Environment) management system;

the maximum financial risk incurred due to ongoing litigation or arbitration procedures shall not exceed twenty percent [20%] of their total assets.

Once the present Call for Tender is advertised in the BAOSEM (Bulletin des Appels d’Offres du Secteur de l’Energie et des Mines), companies willing to take part in the present bid should ask for the Tender Documents at any of the following addresses:

and no later than thirty (30) days from the date of publication of this Call for Tender in the BAOSEM.

Before receiving the Tender Documents, Bidders will be requested to provide the Certificate of registration of their companies and the payment of a nonrefundable amount of Twenty Thousand Algerian Dinars (20 000 DA) if registered in Algeria, or Two Hundred US dollars (200$) if registered abroad.

At Hassi Messaoud: Saturday to Friday: from 08H00 to 11H00 & from 14H30 to 18H00

At Hydra, Alger                  : Sunday to Thursday: 09h00 to 11H30 and from 13H30 to 15H00   .

Proof of payment for withdrawal of the DAO (bank statements) must be made out in the Bidder's name.

The single-stage submission method will be applied to this present tender.

Under this Call for Tenders, the technical offers, without any indication of price, with the financial offers must be submitted simultaneously in two (02) separate envelopes contained in the same envelope deposited at the following address:

The deadline for withdrawal of the DAO is set at thirty (30) days after the present Call for Tender is issued in the BAOSEM.

The deadline for submitting Technical and Financial Offers is set at forty-five (45) calendar days after the present Call for Tender is issued in the BAOSEM (issue date included). Any offer received after this date will be received with the mention “out of date”.

Bids will be submitted on the following days and times:         

Saturday to Friday: from 08H00 am to 11H00 am and from 02H30 pm to 06H30 pm

If the last day of the deadline for submission of tenders coincides with a public holiday, the date will be postponed to the next working day

The original of the bid guarantee must be submitted within the envelope containing the technical offer, or submitted by the bidder or his representative to the COP no later than the day of the technical bid opening session and before the opening of the technical offers, failing which the bid will be rejected.

The envelopes containing the technical offers will be opened, in the presence of the representative(s) of the bidders who so wish, at the opening session which will take place at the headquarters of the Directorate of Operations, located at the February 24 base in Hassi Messaoud, Wilaya of Ouargla. (The dates will be communicated later to bidders who have withdrawn the tender documents, by FAX and/or emails, to attend the public bid opening session).

The envelopes containing the financial offers will be opened in the presence of the bidders who so wish, at the opening session which will take place on the date, time and address mentioned in the invitation, which will be addressed only to bidders whose technical offers declared comply with the requirements of the Call for Tender Documents.

Bidders should remain committed to their Offer for a period of One hundred and eighty (180) days starting from the date of opening of the technical bids.

The validity period of the bid security must be 210 days from the date of opening of the technical bids.
