NOTICE OF RESTRICTED INTERNATIONAL CALL FOR TENDER IN TWO (02) STEPS

EPC REALIZATION OF THE ALRAR PHASE III BOOSTING PROJECT
This Restricted International Call for Tenders is addressed only for Companies Specializing in the realization of EPC projects for gas compression installations.
- Object :
The National Company SONATRACH / Central Direction / Engineering & Project Management, Butte des deux Bassins Oued Romane, El Achour, Draria 16104, ALGER - ALGERIE launches a restricted international call for tenders in two stages for:
« EPC Realization of the Alrar Phase III Boosting Project»
- Summarised Project Scope of Work:
The scope of the Project consists of:
- All detail engineering;
- Procurement and DDP delivery on site;
- Construction and assembly on site;
- Tie-in to existing facilities;
- Commissioning and Start up ;
- Specialization of the owner's staff.
- Operational assistance for a period of three (03) months; and
- Supply of spare part for two (2) years of operation.
The work to be carried out will include in particular:
- Compression unity;
- Modification of the main Manifold for equitable distribution of the input load;
- Modification of the Separation Unit at the slug catchers;
- Modification of Gas Separation (Verification of the suitability of the Separator under the new operating conditions);
- Tie-in points with existing installations (boosting phase I & phase II and condensate separator drum,);
- Associated Utilities;
- Required infrastructures (technical local, buildings, roads, ….)

Alrar Wilaya of Illizi ; Algéria.
- Conditions of eligibility
- Have achieved an average turnover of the last five (05) years greater than or equal to 400 000 000 US $;
- Successful completion at least one (01) EPC contract relating to gas compression installation projects
- Be in good financial health; and
- The list of previous disputes and arbitration proceedings with SONATRACH, during the last five (05) years, must be transmitted.
In the case of a submission in consortium:
- Each of the members consortium’s members must meet criteria 3 and 4 on an individual basis.
- The members of the consortium must collectively fulfill criteria1 et 2.
- Withdrawal of tender document:
From the publication date of this invitation to tender in the BAOSEM, the concerned companies and fulfilling the eligibility criteria provided for in this notice may withdraw the tender document from the tender office called “Département Juridique / Direction Centrale Engineering & Project Management” located at the address below:

Against presentation of:
- Copy of the commercial register;
- Written declaration signed by the first official of the company attesting that he fulfils the conditions of eligibility referred to in point IV (Conditions of eligibility) of this invitation to tender;
- Signature of the confidentiality agreement between the candidate and the parties concerned;
- Proof of payment of a non-refundable sum of Three Hundred US Dollars (300.00 US $). Payment will be made by transfer to the bank account of SONATRACH Account No. 002 00005 0052200087 72, opened with the External Bank of Algeria Agence Djenane el Malik Hydra – Algiers. The proof of payment relating to the withdrawal of the Call for Tenders File (Bank advice) must be established in the name of the Bidder.
The withdrawal period from the Restricted International Bidding Document is set at Thirty (30) calendar days from the date of publication of the Bidding Notice to BAOSEM.
No withdrawal from the Tender Document will be allowed beyond Thirty (30) calendar days from the date of publication of this Tender Notice to BAOSEM.
- Deadline for submission of technical offers:
Technical Offers shall be submitted in an anonymous sealed envelope to the above address no later than Sixty (60) calendar days before 4:00 p.m. from the date of publication in BAOSEM of this Notice of Call for Tenders.
Offers will be unacceptable after this period.

- Présentation of the Offer
The Tenderer will submit his Tender in two (02) distinct steps:
First step: Submission of the anonymous technical offer without reference to the price. The content of the technical Offer is indicated in the Invitation to Tender Document.
The Technical Offer without reference to the price must be placed in a closed anonymous envelope with the words «Technical Offer» - Do not open.
Technical Offers must contain a bid guarantee of Two Million Five Hundred Thousand American Dollars (2,500,000.00 USD $) with a validity period equal to one hundred and eighty (180) days from the deadline for receipt Offers with an additional period of Thirty (30) days.
The outer fold must bear only the mention:

The technical offers of tenderers drawn up in three (03) copies in paper format (one (01) original and two (02) copies) and one copy in electronic format must be sent in double sealed envelope by express mail or deposited in the DEPARTEMENT JURIDIQUE / Direction Centrale Engineering et Project Management between 9h00 and 16h00 on working days before the closing date for submission of tenders.
The seal of the “Département Juridique” shall prevail.

The tenders of the technical offers will be opened in the presence of the representatives of the tenderers who wish to attend the opening session.
The date and time will be communicated by letter of invitation.
Second Step: Following the technical evaluation, tenderers whose technical offers have been found to comply with the requirements of the Bidding Documents will be invited to submit a financial offer for the second step.
The financial offer shall be delivered sealed under an anonymous envelope containing the reference and the subject of the invitation to tender and the mention « Financial Offer » at the address indicated above.
