Hyproc Shipping Company SPA is seeking qualified bidders interested in this national and International open call for tender N° 09 /HYPROC S.C SPA / M.O / FM3 / 2025,

For Dry Docking of the vessel M/T RAS TOMB (Asphalt tanker N° IMO 9265392 Dwt 4999 t).

This call for tender is intended for only shipyards specializing in ship repair, having the human means, materials and knowledge experience in the repair, it is a planned repair as the ship owner given the yard with the repair of equipment on a specific vessel by fixing in advance the scope of work to be undertaken by the yard following the prices contained in the commercial offer.

Once the Tender Call advertisement is published on two daily national newspapers and BAOSEM or from HYPROC SC internet site, interested companies may obtain a copy of the tender documents and specifications from ‘’La Cellule Centrale des Marchés’’ (CCME), ZHUN USTO - BP 7200 Es-Seddikia- Oran 31025 Algeria, against presentation Power of Attorney and bank voucher for tender fees 100 Euros (for foreign shipyards) and 15.000,00 DA (for national shipyards), net of bank charges for the Beneficiary. The transfer will be made to HYPROC SHIPPINC COMPANY SPA account at following:

The bidder can request to receive the tender book by electronic email (ccme@hyproc.dz), after delivery of payment vouchers evidence.

The bidder shall present their offer (technical and financial) under two sealed envelopes. The external envelope should be anonymous with only the following indication:

Submission – Do not open.

The technical and financial offers shall be put in two separate sealed envelopes inside the external main envelope.

A first sealed envelope named “Technical offer” on which is affixed, the logo, the name and the company name of the bidder.

A second sealed envelope named “Financial Offer” on which is affixed the logo, the name and the company name of the bidder.

The tenders must be courried or deposited at General Order Office of the Company "BOG" Addressed to:

or directly handed to Bureau d’Ordre General (BOG) of Hyproc SC.

The bidder must provide all the following documents and appendixes laid out in the tender book.

Non transmission of one of the following documents will lead to systematic rejection of the submission:

Declaration to be signed.

Bidding guarantee or the swift (the swift is provided by the bidder, in the case of the impossibility to produce the Bidding guarantee);

Technical offer itself.

In Bidders join a SWIFT in their technical offer instead of warranty bonds, the bidders shall, in any case, to submit the warranty bonds before the opening of financial envelope, otherwise the offer will be rejected.

The deadline for the reception of bids at BOG (Bureau d’Ordre Général) is fixed for 30 October 2025 at 09:30 local time.

Submission reception date is to be considered according to Hyproc’s BOG (Bureau d’Ordre Général) stamped date of receipt by post or by hand delivery.

Bids opening ceremony will be held at the deadline date for the reception of bids at 10 .00 (am) local time.

If the date of deposit of the bids coincides with a public holiday or a legal rest day, this date is extended until the next business day.

Any submissions received after the closing date will not be considered.

bidders will remain engaged to their offers for 180 days from the deadline for submission of bids.

Technical offers will be opened in a public session at HYPROC SHIPPING COMPANY SPA headquarters as per date and address indicated here above.

The present call of tender is considered as an invitation letter to bidders who have already sent their technical offers to attend the opening ceremony.

After the evaluation of the technical offers, the bidders who’s their offers are declared eligible technically will be invited to the opening of the financial offers which will take place, in public session, at the headquarters of HYPROC SC SPA on the fixed date in the invitation letter.
