OPINION NATIONAL AND INTERNATIONAL OPEN CALL FOR TENDERS WITH MINIMUM CAPACITY REQUIREMENTS SNTFIXA Nº131002124
- The national railway transport company SNTF), procurement directorate, announces an open national and international tender with the requirement of minimum capacity nº131002124, for the supply of track equipment, track components and rail for the railway network maintenance:
- Three hundred and twenty-five(325) tons of rail UIC60
- Ten (10) units of ADV BS UIC 54 TG 1/9 R : 190 DAD.
- Six (6) units of ADV BS UIC 54 TG 1/9 R : 190 DAG.
- Ten (10) units of ADV BS UIC 54 TG 1/7 R : 190 DAD.
- Four (4) units of ADV BS UIC 54 TG 1/7 R : 190 DAG.
- Four (4) 1/12 straight needle core units
- Four (4) left 1/12 needle core units
- Two (2) 1/9 straight needle core units
- Eight (8) left 1/9 needle core units
- Four (4) 1/7straight needle core units
- Three (3) left 1/7 needle core units NB :
- Bidders must submit bids for all positions
- The evaluation will be carried out for all positions
- Applicants participating as part of a consortium are not permitted to compete.
- Any offer that does not meet one of these participation conditions will not be considered.
- any offers not meeting the technical specifications attached to the specifications will be rejected.

ELIGIBILITY CONDITIONS
The national and international open tender with minimum capacity requirements, as outlined in these specifications, is exclusively addressed to companies that have:
1- Professional Capacity: the professional qualifications of the bidder must be demonstrated by the following valid documents:
- For manufacturers: valid commercial registers, or any other documents justifying their status as manufacturer of railway equipment, issued by competent organizations, validated by the Algerian services consular territorially competent in the country of residence of the bidder (for foreign bidders).
· The manufacturer's representatives and distributors: the approval of manufacturers, valid issued by manufacturers of railway equipment, validated by the Algerian services consular territorially competent in the country of residence of the bidder (for foreign bidders).
2- Technical Capacity: have one (1) certificate of good execution of order or contracts relating to the supply of railway equipment covered by these specifications issued by railway networks (UIC60 unified rail), covering the last ten (10) years from 2013 to 2024.
3- Financial Capacity: The average turnover achieved during the three (03) best years out of the last six (06) years (2018, 2019, 2020, 2021, 2022 et 2023) and must be at least of:
- For nationals: 300 000 000,00DA.
- For foreigners: foreign currency equivalent.
The documents required above must be valid and validated by the territorially competent Algerian consular services of the bidder's country of residence.

Ofers including the application file, the technical offer and the financial offer must be in triplicate, inserted in a single, anonymous envelope, containing only the following information:

The deadline of preparation of the offers is fixed in thirty (60) days from the date by the first publication of the notice of call for tender in the BOMOP and national press, ministry of transport web site and the electronic portal of the ministry of finance. The date and submitting bids is set on the last day of the bid preparation period from 08h00 a.m. to 12h00 p.m., if the date coincides with a public holiday or a legal weekly rest day, it will be extended until the following working day. Offers will be submitted to the following address:
S.N.T.F - Direction of Provisioning - 12, AVENUE DE L'ALN - 16040 HUSSEIN - DEY (ALGER) ALGERIE.
Bidders are cordially invited to the bid opening session, scheduled for the day of the bid submission date at 1:00 p.m. in the meeting room of the supply department located at 12, Avenue de l'ALN 16040 Hussein-Dey - Alger.
Bidders must be submitting a bid bond great than one (1%) percent of the bid amount. Bidders will remain committed to their offers for a period equal to the ninety (90) days increased by the duration of preparation of offers from the date of the bid opening session.
