The Government of People's Democratic Republic of Algeria has received funds from the African Development Bank, through the Sustainable Energy Fund for Africa (SEFA), to finance the Technical Assistance Project “Algeria Renewable Energy Program (AREP)” and intends to apply part of the agreed amount for this Grant to payments under the contract for individual consultancy services to support the AREP implementation and management in Algeria.

The objective of this technical assistance program is to support the Algerian authorities, through the Ministry of Energy Transition and Renewable Energies MTEER, ensure and accelerate the deployment of the National Renewable Energy Program, which is part of a series of structural reforms conducted by the Government to promote energy transition and ensure the diversification of energy sources in Algeria; thereby reducing the country's dependence on fossil fuels.

The services to be provided under this Individual Consultancy Service Contract include to support to the executing agency, SONATRACH, mandated by the MTEER, during the process of selection and evaluation of a consulting firm (or consortium) which will be in charge of providing assistance services for the launching of tenders to investors interested in the building solar photovoltaic power plants in Algeria.

The specific tasks expected from the Individual Consultant include:

Finalize the Terms of Reference for the recruitment of a consulting firm (or consortium) in charge of assistance services for the implementation of the Renewable Energy Program, notably the preparation of the calls for tender to investors.

Support the procurement process for the recruitment of a consulting firm (or consortium) in charge of assistance services for the preparation of the Calls for Tender to investors.

Provide advice for the preparation of tenders for independent renewable energy producers.

Review and validate the reports of the consulting firm (or consortium) and provide advice on the implementation of agreed recommendations.

Prepare periodic evaluation reports on the activities of the consulting firm (or consortium).

Prepare and organize trainings and build internal capacities regarding the preparation of tenders for the Renewable Energy Program in Algeria.

The estimated duration of this assignment is 12 man-months covering a period of 27 months.

The executing agency SONATRACH invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide an updated Curriculum Vitae (CV) demonstrating that they are qualified to perform the services.

Establishment of the short-list and the selection procedure shall be in accordance with the African Development Bank’s Procurement Policy Framework and Methodology for Bank’s Group funded Operations dated October 2015, which is available on the Bank’s website at http://www.afdb.org.
