Sonatrach-Eni Grouping, made up of two companies Sonatrach and ENI Algeria BV production governed by decree 93-08 dated 25 April 1993, operator in 403, 403a, 403d, ROM-North blocks (BRN, BRW, BRSW, ROMN, ROM, ZEK, ZEA, BRWEXT, ROMEST, REC fields), in 401a 402a blocks (ROD, BSF, RAR, RERN, RDB fields) and 405b (MLE, CAFC fields) and in SF-FINE fields and ZEA, OO-II and SF-II perimeters, issues a national and international restricted invitation to tender, regarding:

“Mechanical Workshop Services for Tubular Equipment for drilling and completion activities”.

Batch N°1 concerns established 'non Startup' Companies

Batch N°2 concerns Algerian Start-Up Companies.

This notice is only open to companies specializing in the field and/or distributors authorized to market this type of product and/or service and with recognized references in the field.

The companies that are interested in this invitation to tender may withdraw the specifications at: Supplies and Contracts Department, Groupement Sonatrach-Eni, , Zone des Partenaires Sonatrach, 24 Février, BP N°559 Hassi Messaoud, Wilaya de Ouargla Algérie in return of the presentation of a legalized copy of their inscription to the electronic trade register , or transmit the Electronic trade register accompanied with company’s information by e-mail at the following addresses:

The tendering mode in a single stage applies to the present invitation to tender.

In this invitation to tender, the technical offers, with no reference to the price, and the financial ones must be submitted simultaneously in two separate envelopes, contained in the same external envelope.

The external envelope, containing the two (02) envelopes and must be anonymous.

The deadline for the withdrawal of the tender documents (specifications) is fixed in Twenty-Eight (28) days at 18:00 local time Algeria GMT+1 after the date of publication of this notice in the BAOSEM.

The offers’ submission deadline is fixed in Thirty Five (35) days at 18:00 local time Algeria GMT+1, from the date of publication of this invitation to tender in the BAOSEM (date of publication in the BAOSEM included).

Any offer received after the day of the closing date shall be considered null and void.

The tenderers shall remain bound by their tenders for a period of 180 days as of the closing date for the offers’ receipt.

All tender package preparation expenses and/or each additional document expenses which shall be possibly required within this framework by Sonatrach-Eni Group during the evaluation remain exclusively payable by the tenderer.

The tenders’ opening and evaluation shall be done by an internal contracts commission of Sonatrach- Eni Grouping, without the presence of the tenderers.

Tenderers classified as Start-Ups are required to submit an offer for Batch No. 2 only.

Tenderers not classified as Start-ups are required to submit a separate offer for Batch N°1.

Very important For withdrawal of tender specifications:

This invitation to tender concerns only tenderers specializing in the field covered by this invitation to tender who possess or meet the following conditions (with supporting documents required):

- The tenderer must hold a trade register bearing the activity code(s) corresponding to the subject of the invitation to tenders and constituting its principal activity.

- Must have at least Five ''05'' years of specific experience in the field covered by this invitation to tenders. For start-ups, a minimum of 12 months' experience..

- Must not be blacklisted by Sonatrach and/or Eni.

- Tenderers with Start-Up status subject to the common law regime in accordance with Algerian tax regulations in force must present a certificate (Start-Up Label) in line with the subject of this invitation to tenders, issued by the competent authorities.
