1.La Société Nationale SONATRACH, Activité Transport Par Canalisation, Direction Télécommunications, (SONATRACH National Company, Activity Transport by pipeline, Telecommunications Directorate) located in : Zone Industrielle d'Arzew BP n°03-31200 Oran, issues a national and international open invitation to tender regarding the :

2.Bidders interested in this Invitation to Tender may withdraw the tender dossier by e-mail by formulating an application together with the bank voucher and a copy of the commercial register on e- mail: spm.dtlc@sonatrach.dz,

Or at the level:

•Procurement Service of the Telecommunications Department located at the Arzew BP Industrial Zone No. 03 - 31200 - Arzew Wilaya of Oran-Algeria.
•Office of withdrawal of Tender Documents, Procurement Department, Legal Department, SONATRACH - Pipeline Transport Activity - SIDI ARCINE - BARAKI - ALGIERS.

3.The Tender File can be withdrawn at the latest on 31/03/2020 at 3:00 p.m., by any candidate, against payment of a non-refundable amount of Five thousand Algerian Dinars (5,000 DZD) for legal entities Algerian or Fifty Euros (50 €) for companies under foreign law. Payment will be made by transfer to the bank account IBAN 002 00070 07 022 00 269 80 - opened at the Banque Extérieur d'Algérie (BEA) branch of Arzew El Marsa - Oran- Algeria (the bank proof must be or name of the name of the tenderer and bear the following mention: Withdrawal of National and International Tender Documents Open N°03/TRC/TLC/SDT/ETT/20/NIN/INV.

4.The one-step submission method applies to this Invitation to Tender.

Under this invitation to tender, technical offers, without any price indication and financial offers must be submitted simultaneously in two separate envelopes contained in the same envelope, at the address, Zone Industrielle d'Arzew Wilaya d 'Oran Algeria and at the level of the General Order Office of the Telecommunications Directorate no later than 07/04/2020 at 09H00.

The technical offers are accompanied by a bid bond of one million (1,000,000) Algerian Dinars for companies under Algerian law or eight thousand Euros (€ 8,000) for companies under foreign law whose duration of validity is equal to the period of validity of the offers, ie one hundred and eighty (180) days with an additional period of 30 calendar days.

5.The envelopes containing the technical offers will be opened in the presence of the representative (s) of the tenderers who wish to do so at the opening session which will take place at the address of the Telecommunications Department located in the Industrial Zone of Arzew Wilaya of Oran Algeria on 07/04/2020 at 10:00 AM.

6.The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend or their duly appointed representatives during the opening and examination session of the financial offers which will take place on the date, time and address mentioned in the invitation which will be sent only to tenderers whose technical offers declared to comply with the requirements of the Tender Documents.

7.Bidders will remain bound by their offers for a period of One hundred eighty (180) calendar days from the date of submission of offers.

8.SWIFT are not considered.
