GCB Company- Water Treatment Directorate, located at: Lot N° 08 GRP N° 02 Dar El Beida W. Alger /Algeria, issues a national and international restricted invitation to tender regarding:

Offshore works for the project of seawater desalination plant Cap Blanc Oran, with a capacity of 300,000 m³/d

Only the tenderers having realized two similar projects may participated and withdrawn the specifications at the following address:

As soon as this notice is published in the Baosem, in return of the presentation of an accreditation letter and the payment of a nonrefundable amount of:

- 5000 DZD for the Algerian tenderers in GCB bank account at BEA Boumerdes Agency 111 located at, Bloc A Oued Tatareg Boumerdes N° 002 00111 1112200294 53

- 50 € for the foreign tenderers in GCB bank account at BEA N° 002 00082 8212000011-92 Agency Rouïba El Kenz.

The submission mode in one step applies to this invitation to tender.

In this invitation to tender, the technical offers with no reference to the price and the financial ones, must be submitted simultaneously in two separate folds contained in the same external one, at the address:

GCB-Direction Water Treatment- LOT N° 08 GRP N° 02 Dar El Beida W. Alger /Algérie.

The external fold must be anonymous and carries the following mention:

AVIS D’APPEL D’OFFRES NATIONAL ET INTERNATIONAL RESTREINT

N° 02/JUR/EXP/DWT/GCB/2024, PORTANT SUR :

REALISATION DES TRAVAUX MARITIMES (OFF-SHORE) DU PROJET USINE DE DESSALEMENT DE L’EAU DE MER A CAP BLANC ORAN D’UNE CAPACITE DE 300 000 M³/J.

The offers must be accompanied by a submission bail with an amount of:

38.000.000.00 DZD for the Algerian tenderers

175 000 € for the foreign tenderers

With a validity duration that is equal to the offers’ validity duration; that is 180 days assorted by an additional period of 30 calendar days.

The deadline of the offers’ submission, by the tenderers or their representatives duly mandated, is fixed in 21 days as of the date of the first publication of this invitation to tender in the Baosem.

The folds’ opening time and date shall be communicated eventually to the tenderers.

The folds containing the technical offers shall be opened and examined in the presence of the tenderers or their representatives who would like to attend the opening session that shall take place at the address:

GCB – Head Office : Prolongement de l’ALN, BP 110 Boumerdes.

The folds containing the financial offer shall be opened and examined in the presence of the tenderers who would like to attend or their representatives duly mandated at the financial offers’ opening and evaluation session, that shall take place at the date, time and address mentioned in the invitation that shall be addressed to only the tenderers whose technical offers are declared conform to the specifications’ requirement.

The tenderers keep engaged to their offers for a period of 180 calendar days as of the date of the offers’ submission.

NB: The contracting structure has the faculty to stop the process of this invitation to tender before the opening of the folds containing the financial offers.
