Launch services and development of the Thru-tubing & Down Hole Tools activity

The Algerian Company for Stimulation, Cementing, and Fracturing of Oil Wells, abbreviated as ALSCiF, located in Oued Irara, P.O. Box 208 Hassi Messaoud – Ouargla, is launching a national & international pre-qualification notice, under reference 16-O/ALSCiF/DG/2025, for the pre-qualification of specialized companies concerning:

Pre-Qualification of companies specialized in the field of “Pressure Pumping Services” and special operations in the upstream oil sector.

PROJECT DESCRIPTION:

The project aims to pre-qualify a shortlist of specialized companies to support ALSCiF in launching new service lines.

This pre-qualification notice pertains to:

Launch services and development of the Thru-tubing & Down Hole Tools activity

Interested candidates may obtain the Pre-qualification File by email at the address below, by sending a copy of their Trade Register along with this pre-qualification notice to the Contract Awarding Department at:

dpc@alcsif.dz

Companies interested in this pre-qualification notice are invited to submit their service offers to ALSCiF for potential cooperation and collaboration between ALSCiF and the pre-qualified company(ies).

During the first phase of the pre-qualification, specialized companies will be selected by a designated AD-HOC committee, in accordance with ALSCiF’s contract awarding procedures.

The pre-qualification results and the list of pre-qualified candidates will be published in BAOSEM.

Non-selected candidates will be informed of the rejection of their applications by the Contract Awarding Department.

Pre-qualified candidates will be invited to sign commitment agreements valid for the duration of the pre-qualification in order to proceed with selective consultation processes, and if necessary, conduct one or more site visits for diagnostic purposes, in line with the Contract Awarding Procedures and the type of contract to be awarded.

In the first stage, candidates are required to submit only a general information file and an administrative file

In their offer, candidates must convincingly demonstrate to the Contracting Authority that they possess the necessary capacity and resources to successfully execute the project subject to this pre-qualification, as well as solid professional references. The candidate must include, as an integral part of their file, all the documents required in the pre-qualification file provided by ALSCiF.

Application files, along with the required documents, must be submitted in a sealed double envelope. The outer envelope must be anonymous and only bear the following mention:

The deadline for receipt of applications for this pre-qualification notice is set at thirty (30) days from the date of publication of this notice in BAOSEM.

Any application received after the above deadline will not be considered.

If the closing date falls on a public holiday and/or legal rest day, submissions may be made on the next working day.
