SUPPLY OF SPARE PARTS FOR COILED TUBING ACTIVITY:

“MOTOR HEAD ASSEMBLY (MHA) AND BOTTOM HOLE ASSEMBLY (BHA)”

The Algerian Company for Stimulation, Cementing and Fracturing of Oil Wells, hereinafter referred to as ALSCiF, located at Oued Irara, P.O. Box 208, Hassi Messaoud – Ouargla, hereby launches a National and International Pre-Qualification Call for Tenders, under reference APNI 07/FONC/STM/DOP/ALSCiF/DG/2026, relating to:

Pre-Qualification of companies specialized in the manufacturing and/or supply of spare parts for Coiled Tubing activity:

“MOTOR HEAD ASSEMBLY (MHA) AND BOTTOM HOLE ASSEMBLY (BHA)”

PROJECT DESCRIPTION

The project consists of pre-qualifying a shortlist of specialized companies to supply ALSCiF with spare parts for Coiled Tubing activity:“Motor Head Assembly (MHA) and Bottom Hole Assembly (BHA)”.

Interested candidates may obtain the Pre-Qualification Dossier by email at the address indicated below, by sending to the Contracts Award Department a copy of the Commercial Register along with this pre-qualification notice:

• Companies interested in this pre-qualification call are invited to submit their service offers to ALSCiF, with a view to establishing a potential framework of cooperation and collaboration between ALSCiF and the pre-qualified company(ies).
• As part of the first phase of the Pre-Qualification, specialized companies will be selected by an ad-hoc committee, in accordance with ALSCiF’s applicable contract award procedures.
• The results of the pre-qualification, as well as the list of pre-qualified candidates, will be published in the BAOSEM.
• Non-pre-qualified candidates will be notified of the rejection of their applications by the Contracts Award Department.
• Pre-qualified candidates will be invited to sign commitment agreements for a period of five (05) years, with a view to conducting selective consultation processes, in accordance with the Contract Award Procedure and the type of contract to be awarded. If necessary, one or more site visits may be carried out to conduct technical diagnostics.

Submission – First Stage

At the first stage, candidates are required to submit only:

• A general information file, and
• An administrative file.

In its submission, the candidate must demonstrate, to the satisfaction of the Contracting Authority, that it has the required capacities and resources to successfully execute the project subject of this pre-qualification, as well as solid professional references. The candidate must include, as an integral part of its application, all documents required in the Pre-Qualification Dossier provided by ALSCiF.

Applications accompanied by the required documents must be submitted in double sealed envelopes.The outer envelope must be anonymous and bear only the following mention:

The deadline for receipt of submissions for this pre-qualification call is set at thirty (30) days from the date of publication of this notice in the BAOSEM.

Any submission received after the deadline indicated above will not be considered.

If the closing date coincides with a public holiday and/or a legal rest day, submissions may be deposited on the next working day.

Purpose of the Pre-Qualification

This pre-qualification call aims to identify and pre-qualify companies with proven expertise in:

• The supply of spare parts for Coiled Tubing activity: Motor Head Assembly (MHA) and Bottom Hole Assembly (BHA) (manufacturers and manufacturers’ representatives);
• The supply of all associated technical documentation.

1. Technical Meetings with Candidates

Individual technical meetings will be organized with each pre-qualified candidate who has submitted a complete and compliant dossier, in order to clarify the proposed solutions and discuss technical aspects. These meetings will take place in the days following the publication of the pre-qualification results. The arrangements will be communicated directly to the concerned candidates.

2. Conditions of Participation

This call is open to national and international companies, individually or in consortium, with solid references in similar projects. Candidates must demonstrate their technical, organizational, and financial capacity to carry out the project in accordance with best industry practices.

3. Pre-Qualification Dossier to Be Submitted

Candidates must submit a complete dossier including:

1. Signed letter of commitment;
2. Presentation of the company or consortium (commercial register, organization, experience, structure, etc.);
3. Proven references of similar projects executed during the last five (05) years;
4. Certified financial statements/balance sheets for the last three (03) years (2022–2023–2024);
5. Financial capacity (bank certificates, credit lines);
6. Quality certifications, if available (e.g. ISO 9001);
7. CVs of key technical personnel;
8. Any document deemed relevant.

4. GENERAL REQUIREMENTS (to be taken into consideration by pre-qualified candidates)

1. Only manufacturers and manufacturers’ representatives are allowed to bid;
2. The candidate must have at least five (5) years of experience in manufacturing similar spare parts;
3. The candidate must attach proven references of similar contracts awarded in the oil and gas sector;
4. The candidate must present oilfield markets and/or sites where similar manufactured spare parts have been used during the last five (5) years;
5. The candidate must be able to provide a certificate of conformity for the manufactured spare parts intended for the oilfield sector;
6. The candidate must provide a built-in spare parts identifier serving as a unit tracking number, to be used for all future referencing;
7. The candidate shall provide samples of certain spare parts in order to carry out real testing and evaluation.
