GCB Company, Purchase Directorate located at : BP 03 Zone Industrielle Oued Smar issues a national and international open prequalification for the period of 2019 to 2022 of potential tenderers in separate batches, concerning:

Batch n° 06: Camping furniture

Batch n° 07: Computing material

Batch n° 08: Conditioning material

Batch n° 09: Cabin for construction site

Batch n° 10: Saharan cabin

Batch n° 11: Kitchen material

Batch n° 12: Kitchen furniture

Batch n° 13: Telecom material

Batch n° 14: remote monitoring material

Batch n° 15: Topography material

Batch n° 16: Computing software

Batch n° 17: Printing material

Batch n° 18: Medical material

Batch n° 19: Working outfits

Batch n° 20: Safety shoes

Batch n° 21: Bedding

Batch n° 22: Protection equipment and accessories

Batch n° 23: Computing consumable

The tenderers may submit for 01 or more batches.

The specifications may be withdrawn at the address:

Direction ACHATS, OUED SMAR

At the 40th day utmost, as from the date of the publication of the prequalification notice in the Baosem, by every tenderer that is interested, in return of the payment of a non repayable amount of 3000.00 DZD for the Algerian companies..

The payment must be affected by bank transfer in account GCB BEA N° 002 00082 0822200553 /63 agence Rouiba EL KENZ, for the Algerian companies, and 30 € for the foreign ones at the account GCB /Direction Achats BEA N002000 82 82 120000 11-92 agence Rouiba EL KENZ .

The single step mode applies to this notice of prequalification.

In this invitation, the technical tenders, with no indication to the price, must be deposited in a sealed envelope, at the Purchase Directorate, at the 40th days utmost as from the date of publication of this invitation in the Baosem.

The date and time of the tenders’ opening shall be communicated eventually to the tenderers.

The tenderers must submit, uniquely, the technical tender, with no reference to the price, accompanied by the administrative and tax documents listed above:

The Submission letter;

Candidature declaration;

The commitment of supplying the parent company warranty or of the shareholders;

The commitment letter, following the attached sample, duly signed by the tenderer;

Professional reference justified by the completion certificates, order notice, contract;

Justify the existence of permanent after- sale service in Algeria with maintenance warehouses, spare parts depot and human and material means that are sufficient in order to undertake efficiently of all the material object of the invitation;

In the frame of outsourcing with a local after-sale service, the contract or the convention, relating the tenderer with the after-sale service, must be joined, as well as a copy of the trade register of the latter.

Signed probity declaration;

Signed ethic rules of GCB;

Signed confidentiality letter;

Subscription declaration;

The general information file, including the administrative file as detailed in Point 9.1 above;

Signed and sealed detailed list of brands;

Observations or comments of the technical file;

Signed and initialed contract draft;

Manufacturer(s) authorization(s);

Origin(s) certificate(s)

Initialing the specific tions and signing the last page of this latter with the mention “Read and Approved”;

And, every other information or every document that should be supplied by the tenderers, if precised in the specifications. The tenderers use in particular in this case, the documents and the corresponding samples that are included in the specifications;

Representative and/ or exclusivity letter.

The tenderer must accompany by an administrative file, containing especially the following documents:

The company’s status and the list of the principal shareholders or partners, certified by the legal authorities in their county;

An extract of the trade register;

Update of the fiscal situation in Algeria and in the countries sheltering their headquarters;

Situation vis-à-vis the social security organisms ;

Legal depot certificate of the social accounts for the commercial companies subscribed in CNRC;

Financial situation of the tenderer, including the balance sheet and income statement and the reports of the External Auditor for the last three years;

History of past and current litigation, if applicable;

The extract of the criminal record for the natural persons;

Power of the signatory authorized to act in the name and on behalf of the tenderer and binding the company or the company for the realization of the contract object of the present specifications. It must be original, dated and signed by the tenderer;

Copy of the transfer receipt of the specification’s withdrawal charges;

Copy of the valid role extract.

The technical tenders shall be opened and evaluated by an ad-hoc commission.

The tenderers keep engaged to their offer for a period of 03 years as from the date of the offers' submission.

The tenderers having presented offers that respond to the CLIENT requirements, judged to be conform to the specifications, shall be consulted and invited to submit technical and financial offer at the request and need of GCB, in the occasion of the suppliers’ consultation issues by the structure.

N.B: GCB reserves the right to terminate the pre-qualification notice process at any stage for reasons of which it alone is the sole judge
