PT Pertamina Algeria Eksplorasi Produksi (Company), in association with Sonatrach-S.P.A and Repsol Exploracion 405A,S.A, “The Association” managed by the Presidentiel Decret N°- 24-438 of December, 31st 2024, acting as operator for development of Menzel Lejmat North MLN Block 405a, located in the Berkine Basin Algeria, having its Head Office at Bali Building/The Legacy Luxury Hotel Algiers Hydra, 1st Floor, Lotissement Moutchatchou, Lot BD11, Haut Site Hydra 16043 Algiers, Algeria, launches a national and international open tender related to:

Nº. 2580 (25) PROCUREMENT OF CHEMICAL INJECTION PACKAGES FOR PHASE-5 DEVELOPMENT PROJECT

The provision of the Chemical Injection Packages shall be executed at MLN field CPF Block 405a, located in Berkine Basin, at 275 km South East of Hassi Messaoud. The scope of work is supply of the Chemical Injection Packages with following general specifications, a)12 Corrosion Inhibitor Injection Packages b)2 Hydrate Inhibitor (TEG) portable injection packages c)Fill Material for lubricant oil and any auxiliary fluid d)Installation, Commissioning and Start-Up spare parts e)Priced list of 2 - Years' Operation spare parts f)Special tools for erection and maintenance g)Documentation as per Vendor Document Requirement Schedule (VDRS) h) Inspection & Testing i)Factory Acceptance Test (FAT) j)Equipment and Material Certification k)Performance Guarantee and Material Warranty l)Packing and Transportation m)Installation Supervision n)Site Acceptance Test (SAT) o)Commissioning Assistance p)Man-day rate Site Activities Support/Site Personnel Services q)Site Mobilization and Demobilization r)Training for COMPANY

Company invites tenderers interested by this free electronic Invitation To Tender (ITT) to manifest their interest by sending by e-mail, to the below provided addresses, the following documents:

Letter of interest requesting for a copy of the invitation to tender documents. The interest letter must be duly signed by the tenderer’s authorized person; and

The trade register/license.

The scanned copies of the required documents must be readable and of good quality, PDF format is recommended.

This invitation to tender is a Two Stages process which requires tenderers to submit the Technical Proposal only in the first stage, and tenderers whose Technical Proposals are deemed compliant or pass will be invited to submit their Commercial Proposals in the second stage. The submission is set as the following:

The deadline and time for sending the Interest letter and the trade license is fifteen (15) days from the date of publication of this advertisement in the BAOSEM, at 6 pm on the last day of submission, Algeria local time.

The deadline for clarification is ten (10) days before the deadline for Bid Submission.

The deadline for Bids Submission is thirty (30) days from the date of publication of this advertisement in the BAOSEM at 6 pm on the last day of submission deadline, Algeria local time.

The date of publication is included in the calculation of both the above set submission deadlines.

For the interest letter and trade license sending by email, the reception date in the above mentioned email inboxes validates the tenderers participation in this invitation to tender. Any documents received beyond the set deadline shall be considered as null and void.

For the bids submission at the SH/Pertamina address, stamp and date of good receipt of the Reception Office of SH/Pertamina Association Hassi Messaoud Base de vie, shall validate bids submission acceptance.

Any bid submitted or received by post courier at the Reception Office, after the above-mentioned deadline will be considered as null and void.

Tenderers remain committed by their offers for a period of six (6) months from the date of the opening of the envelopes (technical offers opening being the benchmark).

Important Notes :

This tender applies only for tenderers meeting the following conditions:

• Not being listed in the Sonatrach vendors blacklist;
• All the cost incurred for the preparation of the bids documents, the shipping fees and any associated cost must be entirely a tenderer’s charge. Tenderers shall not get into any recourse to claim to Company for the reimbursement of such cost.
