Open National and International Call for Tenders

The National Company Sonatrach Exploration Production, Production Division, Rhourde Nouss Regional Directorate, Hamra Directorate, , is launching a National and International Open Call for Tenders relating to:

Provision of a decarbonation unit at the UTG level of the HAMRA Directorate

The Tender Document (DAO) can be collected from the following address:

And within a period not exceeding Forty-Five (45) days from the date of publication of the tender notice (Energy and Mines Sector Tenders Bulletin) at 6:00 PM by any interested candidate upon payment of a non-refundable amount of Ten Thousand (10,000.00 DA) Algerian Dinars for bidders under Algerian law or Sixty-Nine Euros (69 EUR), or seventy-four dollars (74 USD) or 545 CNY: five hundred and forty-five Chinese Yuan for foreign bidders. Payment will be made by transfer to Sonatrach's bank account:

Proof of payments relating to the withdrawal of the bidding documents (Bank notices/Cash payment slip) must be drawn up in the name of the Bidder.

The single-stage submission method applies to this Invitation to Tender.

Under this call for tenders, the technical offers, without any indication of price and the financial offers, must be submitted simultaneously in two separate envelopes contained in the same envelope, to the following address: Sonatrach, Exploration Production, Production Division, Regional Management Rourde Nouss Regional Secretariat, The stamp of the secretariat of the Regional Directorate of Rhourde Nouss will be taken as proof no later than sixty (60) days, at 6:00 p.m., after the date of publication in the Energy Sector Tender Bulletin “BAOSAM”.

In the event that the closing date coincides with a public holiday or a legal day of rest, the envelopes can be deposited the following working day.

6) Technical offers are accompanied by a bid guarantee in the amount of: twenty-five million Algerian Dinars (25 000 000.00 DA) equivalent to:

1. One hundred ninety thousand US dollars (190000 USD).
2. One hundred seventy thousand euros (170 000 EUR).
3. One million four hundred thousand Chinese yuan (1 400 000 CNY).

Whose validity period is equal to the validity period of the technical offers, i.e., one hundred and twenty (120) days, from the date of opening of the technical offers.

It will be issued by a bank under Algerian law, preferably a Sonatrach domiciliary bank “Banque Extérieure d’Algérie (BEA)” located in Djenane El Malik-Hydra, covered by counter guarantees issued by first-class foreign banks.

The original of the bid guarantee is submitted by the Bidder in the envelope containing the technical offer or deposited by the Bidder or his authorized representative, at the latest, on the day of the COP meeting and before the opening of the bids technical offers.

The SWIFTs provided by bidders are not considered as a statement of bid guarantees, and give rise to systematic rejections in the absence of the original bid guarantee.

The envelopes containing the technical offers will be opened in the presence of the representative(s) of the bidders, having withdrawn the DAO no later than thirty (30) days at 9:00 a.m. at RNS, after the deadline for submission of offers, a letter of invitation will be sent to bidders who have withdrawn the DAO to attend.

The envelopes containing the financial offers will be opened and examined in the presence of the bidders who wish to attend or their duly designated representatives during the opening and examination session of the financial offers which will take place on the date, at time and at the address mentioned in the invitation which will be sent only to tenderers whose technical offers declared comply with the requirements of the Tender Document.

Bidders will remain committed to their technical offers for a period of one hundred and twenty (120) calendar days from the date of opening of the technical offers.
