BMS (Bir el Msana) Development Project

The Operator “BMS OC”, association between SONATRACH SpA and Cepsa (Rhourde el Rouni) S.L.U. Operating in Algeria in Exploration and exploitation of Hydrocarbons in the perimeter of Rhourde El Rouni (Bloc 401C) launches a National Restricted Invitation to Tender for:

PROVISION OF AIR TRANSPORTATION SERVICES

The purpose of this call for tenders is to engage a specialized service provider to deliver local aviation services in support of BMS OC’s operations in Algeria. The requirement entails the provision of a twin-engine turboprop aircraft, as detailed in the Scope of Work of the tender specifications, including on-demand services of the same nature.

The scheduled start date for these services is January 1st, 2026, for a contractual duration of two (2) years, with the possibility of a one (1) year extension. The operational zone covers flights to and from Hassi Messaoud, to meet personnel transportation needs at Bir el M’Sana field, as well as occasional flights across the national territory as defined by BMS OC.

The contractor shall operate the aircraft in accordance with authorized operations under the aircraft’s approved Flight Manual. The contractor will be responsible for the transportation of passengers, luggage, and cargo. The aircraft's operational base will be Bir el M’Sana, and all flight requirements and services are detailed in the Scope of Work.

The Tendering Documents, including the Scope of Work, Instructions to Bidders, and the contract project, will be made available to all interested companies for this project.

Bidders’ representatives are required to submit both their Technical and Commercial Offers to the above-mentioned address within twenty-one (21) calendar days from the date of publication of this Tender Notice in the BAOSEM, before 18:00 (local time) (the publication day is not included), in strict compliance with the instructions contained in the tender specifications.
Any submission received after this deadline will be considered null and void.

The contract is to be awarded to the bidder who obtains the best result in the Technical and Commercial evaluation stages.

Regulatory Compliance – EU OPS:

The proposed aircraft must be fully compliant with Algerian regulations, or with an equivalent standard (FAA, ICAO) recognized in Algeria.

The Tenderer must submit a Declaration of Compliance, accompanied by supporting documentation (Type Certificates, Air Operator Certificates, Technical Approvals, etc.).

Important Notes:

All costs related to the preparation of the bid shall be borne by the bidder.

Bidders must have a Commercial Registration aligned with the subject of this Tender and must be compliant with Algerian administrative requirements.

For companies that share the same owners/directors, or have common interests or affiliations (including but not limited to: joint ventures, partnerships, shareholder links, subcontracting arrangements, etc.), only one bid will be accepted.
If two or more such companies submit bids separately, all their offers will be rejected.
