PROVISION OF CONTAMINATED SAND TREATMENT SERVICES FOR MLN FIELD BLOCK 405A

PT Pertamina Algeria Eksplorasi Produksi (Company), in association with Sonatrach-S.P.A and Repsol Exploracion S.A, “The Association” managed by the presidentiel decret N°- 24-438 of December, 31st 2024, acting as operator for development of Menzel Lejmat North MLN Block 405a, located in the Berkine Basin Algeria, having its Head Office at Bali Building/The Legacy Luxury Hotel Algiers Hydra, 1st Floor, Lotissement Moutchatchou, Lot BD11, Haut Site Hydra 16043 Algiers, Algeria; launches a restricted national tender Nº. 2333 AA (23) related to:

 PROVISION OF CONTAMINATED SAND TREATMENT SERVICES FOR MLN FIELD BLOCK 405A

The provision of Contaminated Sand Treatment Services shall be executed at MLN field CPF Block 405a, located in Berkine Basin, at 275 km South East of Hassi Messaoud for the support of Company’s daily operations. The scope of work is mainly oriented to provide the treatment service for 26,000 m3 contaminated sand, along with fragments of old contaminated liner (geomembrane) in order to comply with specification required by the Algerian regulation, mainly Loi n° 25-02 du 21 Chaâbane 1446 correspondant au 20 février 2025 relative à la gestion, au contrôle et à l’élimination des déchets.) and international standards.

This involves transporting contaminated sand (sludge) from Company’s site evaporation pond to the Contaminated Sand Treatment skid, situated 200 meters away, and then transporting decontaminated/treated sand back to temporary storage near the Contaminated Sand Treatment Skid. Potential Contractor is also required to hire third-party Laboratory Analysis for daily, monthly and final clean/decontaminated sand treatment validation to confirm compliance with the Algerian regulations. Final stage entails disposal of clean sand to the final designated location, after third-party Laboratory final Analysis.

The service include but not be limited to:

• Mobilization and demobilization
• Contaminated sand treatment skid and service (including personnel, handling/transferring/pumping equipment, power generator, fuel, all accessories)
• Third party Laboratory analysis service
• Prospective bidders are required to hold license(s) issued by the competent authorities of the Algerian Government, namely the Ministry of Environment. These licenses should authorize the collection, transportation, storage, and treatment of hazardous waste. Such Licenses must remain valid throughout the Two (02) years contract term and must comply with at least one of the following specific codes:: 5.1.8/19.2.3/19.8.11/13.5.1/13.5.2/13.5.3/13.5.4/13.5.5/19.13.3. These requirements are outlined in Executive Decree 06-104, which delineates waste classification, including hazardous special waste.
• Company invites tenderers interested by the current free electronic Invitation to tender (ITT) to manifest their interest by sending by e-mail, to the below provided addresses, the following documents:
• Letter of interest requesting for a copy of the invitation to tender documents. The interest letter must be duly signed by the tenderer’s authorized person;
• A copy of the trade register including at least one of the following activity codes for the treatment of contaminated areas;

A copy of the following authorisations/Licenses:

Operation permit of the treatment unit in accordance with Algerian regulations :

Décret exécutif n° 07-144, Décret exécutif n° 19-241( modifiant et complétant le décret exécutif n° 07-145 ), Décret exécutif n° 21-319, should be provided after the contract is awarded and before the mobilisation of the treatment unit to MLN site.

A copy of an Operation Permit from a previous project involving a similar treatment unit and/or;

Proof of submission (e.g., a filing receipt) of the current regulatory dossier for approval.

This invitation to tender is a one stage exercise

The deadline and time for sending the Interest letter and the trade register is fifteen (15) days from the date of publication of this advertisement in the Baosem magazine & the online platform, at 6 pm on the last day of submission, Algeria local time.

The deadline for Bids is Thirty (30) days from the date of publication of this advertisement in the Baosem magazine & online platform, at 6 pm on the last day of submission, Algeria local time.

The date of publication is included in the calculation of both the above set submission deadlines.

For the interest letter and trade register sending by email, the reception date in the above emails inboxes validates or excludes the tenderers participation in this invitation to tender.

1. For bids submission only Company stamp and date of good receipt of the Reception Office of Hassi Messaoud Base de vie, shall validate bids submission acceptance.

Any bid submitted or received by post at the Reception Office, after the above-mentioned deadline will be considered null and void.

Bidders remain committed by their offers for a period of One Hundred Eighty (180) calendar days from the date of the opening of the envelopes (technical offers being the benchmark).

Conditions of Participation :

This national restricted tender applies only for bidders meeting the following conditions:

1. Having a trade register activity codes above mentioned;
2. Having up to date authorisations as requested above.
3. Not being listed in the Sonatrach vendors blacklist;
4. Not having litigation with PT Pertamina Algeria Eksplorasi Proudksi or its parteners, including Sonatrach;
5. All the cost incurred for the preparation of the bids documents, the shipping fees and any associated cost must be entirely a tenderer’s charge. Tenderers shall not get into any recourse to claim to Company for the reimbursement of such cost.
