PT Pertamina Algeria Eksplorasi Produksi (Company), in association with Sonatrach-S.P.A and Repsol Exploracion 405A,S.A, “The Association” managed by the presidentiel decret N°- 24-438 of December, 31st 2024, acting as operator for development of Menzel Lejmat North MLN Block 405a, located in the Berkine Basin Algeria, having its Head Office at Bali Building/The Legacy Luxury Hotel Algiers Hydra, 1st Floor, Lotissement Moutchatchou, Lot BD11, Haut Site Hydra 16043 Algiers, Algeria, launches a national restricted tender related to:

PROVISION OF DEDICATED LABORATORY SERVICES FOR MLN BLOCK 405A

The scope of work includes the provision of onsite laboratory analysis and services for oil & gas field.

IMPORTANT: This invitation is addressed to specialized companies provide Laboratory Services.

Company invites tenderers interested by the current free electronic Invitation to tender (ITT) to manifest their interest by sending by e-mail, to the below provided addresses, the following documents:

• Letter of interest requesting for a copy of the invitation to tender documents. The interest letter must be duly signed by the tenderer’s authorized person;
• A copy of a valid et certified trade License pertaining to the service subject of this invitation.

The tendering mode in a one-stage applies to the present invitation to tender.

In this invitation to tender, the technical tenders, with no reference to the price, and the financial ones must be submitted simultaneously in two separate envelopes, contained in the same external envelope.

The external envelope, containing the two (02) envelopes and must be anonymous.

1. The deadline and time for sending the Interest Letter and the trade register is fifteen (15) days from the date of publication of this advertisement in the Baosem magazine & the online platform, at 6 pm on the last day of submission, Algeria local time.
2. The deadline for bids receipt at PT Pertamina Algeria EP reception in Hassi Messaoud is Thirty (30) days from the date of publication of this advertisement in the BAOSEM magazine & online platform, at 6 pm on the last day of submission, Algeria local time.

Every tender received after the day of the closing date shall be considered null and void.

The tenderers shall remain bound by their tenders for a period of 180 days as of the closing date for the offers’s receipt.

All tender package preparation expenses and/or each additional document expenses which shall be possibly required within this framework by PT Pertamina Algeria Eksplorasi Produksi during the evaluation remain exclusively payable by the tenderer.

The tenders’ opening and evaluation shall be done by an internal contracts commission of PT Pertamina Algeria Eksplorasi Produksi, without the presence of the tenderers.

Important:

This invitation to tender concerns ONLY the tenderers owning or responding to the following conditions:

• Have at least 5 years' experience in projects similar to the subject of this call for tenders in the Oil & Gas industry, justified by Clients references (attestations for similar projects);
• have qualified personnel with a minimum of 5 years' experience in the field of laboratory analyses in the oil and gas industries, justified by diplomas approved by the state and by recognized and certified organizations. (example : diplomat in chemical analysis personal should have a certified laboratory/Engineer or technician in the oil and gas industry performs chemical tests on samples from oil, water and other processes to ensure quality control and environmental compliance);
• Not being listed in the Sonatrach vendors blacklist;
• Not having litigation with PT Pertamina Algeria Eksplorasi Produksi or its parteners, including Sonatrach and Repsol.
