NOTICE OF NATIONAL AND INTERNATIONAL OPEN PRE-QUALIFICATION FOR A SELECTIVE CONSULTATION

PRE-QUALIFICATION FILE OPEN TO NATIONAL AND INTERNATIONAL COMPETITION FOR SELECTIVE CONSULTATION

PROVISION OF FEED STUDIES, PROCESS LICENSES ACQUISITION AND PMC SERVICES FOR THE FOLLOWING PROJECTS:

Project 1: Construction of a Group II and III Base Oil Production Unit at Arzew Refinery (RA1Z)

Project 2: Development of a Petrochemical Complex for Ethylene Production in the Skikda Industrial Zone

The National Company SONATRACH / Refining and Petrochemical Activity / Development Division intends to pre-qualify eligible companies to submit bids for a contract concerning FEED studies, process license acquisition, and PMC services for the above-mentioned projects.

This Pre-Qualification Notice is issued under the conditions defined in the Pre-Qualification file, which is open to all potentially qualified and eligible candidates.

Interested applicants may either:

Collect the Pre-Qualification file directly from the Contracting Structure at the address below, or

Receive it by email upon submitting a written request to the Contracting Structure at the same address:

Upon payment of a non-refundable fee of Ten Thousand (10,000) Algerian Dinars for national bidders or the equivalent of Seventy (70) US Dollars for foreign bidders, and upon presentation of a copy of the commercial register and a power of attorney for the person authorized to collect the pre-qualification file.

Application files must be submitted in sealed envelopes to the above address no later than Thirty (30) days from the date of publication of this Pre-Qualification Notice in BAOSEM.

The outer envelope must clearly bear the following statement:

Applications must be submitted in three (03) copies, including one (01) original and two (02) copies, in a double sealed envelope by post or hand-delivered to the General Registry Office (BOG) at the following address:

Candidates that meet the Pre-Qualification criteria will be invited to participate in the Selective Consultation and to submit bids in a one-step procedure. The Tender Dossier will be made available to pre-qualified candidates.

Candidates shall remain bound by their offer for a period of 180 calendar days from the submission deadline of the application files.
