NOTICE OF  NATIONAL OPEN INVITATION TO TENDER

The Sonatrach Association / PT Pertamina Algeria Eksplorasi Produksi, a Company governed by Legislative Decree No. - 2004 - 423 - 424 - 425 - 426 - 427 of December 22t^h , 2004, acting as operator for the development of the Menzel Lejmat Nord field - MLN Block 405a, located in the Berkine Basin Algeria; having its registered office at Bali Building / The Legacy Luxury Hotel Algiers Hydra, 1st Floor, Lotissement Moutchatchou Lot BD11, Haut Site Hydra 16043 Algiers, Algeria, issues a National Open Invitation To Tender regarding:

PROVISION OF TECHNICAL AND ADMINISTRATIVE ASSISTANCE SERVICES FOR THE MLN FIELD AND THE HASSI MESSAOUD LIFE BASE.

Technical and Administrative Assistance was chosen by the Company as an option to address the urgency of filling its vacant organic positions, thus making it possible to have, within the required time deadline, qualified Human Resources necessary to achieve its operational objectives. The service is divided into two (02) batches as follows:

batch 1 – PROVISION OF ADMINISTRATIVE ASSISTANCE SERVICES

Batch2 – PROVISION OF TECHNICAL ASSISTANCE SERVICES

The present invitation provides for the possibility of submitting for one (01) or both (02) batches, but not cumulative.

Companies wishing to submitt for both (02) batches must submit one (01) technical offer including the two (02) batches and two (02) separate and distinct financial offers for each one.

tenderers interested in this invitation to Tender must send, by email, and only by this means, to the addresses provided below, the following required documents:

A signed letter of interest bearing the name / business name and detailed address of the interested tenderer in this notice, the mobile phone number(s) of the person in charge of procurement, his (main) email address and an alternative email address.

A scanned copy of a sample of the registration in the trade register bearing the activity codes relating to the service subject to this invitation to Tender.

NB: The scanned copies, constituting the required file, must be readable and in PDF format.

Conditions of participation:

This invitation to tender only concerns tenderers who have or meet the conditions below:

Have a trade register with one of the activity codes relating to (607021 - 609001 - 607028);

Have a base and infrastructure accommodation and administration, logistics (park) at the level of Hassi Messaoud to meet the requirements of the specifications.

Exercising in the discipline subject to this invitation to Tender and be in good standing with the Algerian administration;

Not subject to a decision of exclusion from the markets of Sonatrach, subsidiaries and partners.

All costs associated with the preparation of the invitation to tender will be borne by the tenderer.

In the case of companies having the same owners/directors or participation and/or a common interest (such as and without limitation, Association, Grouping, partnership, ordinary shareholders.), only one offer will be accepted. If two or more of these companies submitt separately, all of their offers will be rejected.

The absence of the requirements cited above will exclude tenderers applying for this invitation to tender.

The single-stage submission mode applies to this invitation to Tender.

tenderers must submit their technical and commercial offers simultaneously, each in a separate envelope, before the deadline set below. Both envelopes must be placed in a double sealed envelope.

The deadline for sending the letter of interest and the trade register is fifteen (15) days as of the date of publication of this notice in BAOSEM and on the online platform, at 6 p.m., on the last day of submission, local Algerian time.

The deadline for receipt of offers is set at Forty-five (45) days as of the date of publication of this notice in Baosem and on the online platform (Thirty (30) days after the deadline set above for submission of the letter of interest), at 6 p.m. on the last day of submission, local Algerian time.

NB: The publication date must be included in the calculation of the two submission deadlines mentioned above.

The date of receipt of the documents in the aforementioned valid emails is proof of acknowledgement of the letter of interest and the trade register.

The stamp and the date and time of submission of the offer to the reception office of the SH / Pertamina Association, Hassi Messaoud Life Base, will validate the said submission.

Any offer submitted or email received after the deadline will be considered null and void.

tenderers remain engaged to their offers for a period of (180) calendar days as of the date of opening of the offers (the opening of the technical offers being the reference).

It should be noted that the specifications and all tender documents will be sent by email to the selected tenderers after sending the letter of interest and the trade register. Only tenderers meeting the conditions of participation set out above will receive the specifications.

All costs incurred by the tenderer for the preparation of the required documents shall be borne entirely by the tenderer. No recourse to the Sonatrach / PT Pertamina Algeria Eksplorasi Produksi Association, in this regard, shall be admitted.

The opening of the envelopes and the evaluation of the offers is not public, it will be carried out by an Internal Commission of the Sonatrach / PT Pertamina Algeria Eksplorasi Produksi Association without the presence of the tenderers.
