International Sales Notice of Regenerable Used Oils

N° 01/2024/HU/NAFTAL/ BRANCHE COMMERCIALISATION

The National Company of Marketing and Distributing Oil Products- NAFTAL Spa, with a capital of 160.000.000.000 DZD, Tax ID: 099916000969164, Marketing Branch, Lubricants and Special Products Directorate, located at: BP 73 Route des Dunes, Chéraga-Algiers, (Fax: 021.38.36.40, Email: clarification.lub@naftal.dz in case any clarification is required), issues an international sales notice to the better offering, for:

Quantity of 15 000 MT +/- 20% of Regenerable used oils, delivered from the three Ports of Algiers, Annaba and Oran for a period of 01 year.

The tenderers that are interested in this sales notice must present, accompanied by their technical and financial offers, to the address mentioned below:

In this sales notice, the technical offers, with no reference to the price, and the financial ones, must be submitted simultaneously in two separate folds contained in the same one, immediately on the day of the offers’ opening with the presence of the tenderers or their representatives duly mandated at the address mentioned above, on 30^th day at 10h00 as of the date of publication of this notice in the Baosem (Bulletin of the Invitations to Tender of the Energy and Mines Sectors). In case the last day coincides a non-workday or a legal day off, the offers’ opening day shall be postponed to the following workday.

The single-step submission mode applies to this sales notice.

The reception and opening of the technical and financial offers shall be done immediately on the date set above.

The tenderers and/ or their representatives duly mandated in Algeria must present, accompanied by their technical and financial offers on the day of the offers’ opening (immediate session).

Presentation of the Technical Offer:

Are allowed to participate in this sales notice ONLY:

• The companies owning a treatment and regeneration unit of used oils;
• The tenderers disposing of a treatment and regeneration unit of used oils of a company of the same grouping or owning a memorandum of understanding and a valid admissibility contract.

And must justify in the technical file through the following documents:

• The trade register;
• The company’s status;
• Balance sheets of the last 03 years;
• The memorandum of understanding and the admissibility contract signed by both parties in case of a group of companies.
• The approval or authorization to operate the waste oil processing and regeneration facility.
• Certificate of acceptance of the contractual quantity by the waste oil processing and regeneration unit.

All the documents presented in the submission must be in French language. In the opposite, an official translation certified by the Commerce Chamber or the Algerian counselor office of the origin country must be supplied for each document.

Presentation of the financial offers:

The financial offers must be expressed in unit price per Metric Ton, FOB in Algerian ports (Incoterms 2020) in USD or €.

The Commission of the offers’ opening shall proceed to upward price negotiation with all the tenderers technically selected immediately in case the financial offers are below the target price.

If two or more tenderers belong to the same grouping and participate in this sales notice, only the tenderer presenting the most Adventageous financial offer shall be selected for negotiation.

For each quantity to be removed, the payment shall be made in advance by irrevocable and confirmed letter of credit set up by the buyer in favor of the seller.
