RESTRICTED INTERNATIONAL INVITATION TO TENDER

N°17/SH.ASL/MDS/SNT /PSC/2024

1-SONATRACH Spa Direction Générale, Direction Affaires Sociales sise 71, chemin Cheikh Bachir el-Ibrahimi Mouradia-Alger/ Algérie, launches a Restricted International Invitation To Tender regarding:

TRANSFER, MEDICAL CARE AND ASSISTANCE SERVICES FOR SONATRACH PATIENTS ABROAD.

-This invitation to tender is aimed at brokerage or Medical Assistance companies specializing in the care of SONATRACH patients abroad, established in Europe, for the care of patients at Public Medical Structures established in various European countries,

Transfer, medical care and assistance services for SONATRACH patients abroad consist of :

Patient transport by medical ambulance (various types) in emergencies from the site designated by the Client, in Algeria or any other country, to an airport in preparation for evacuation by medical aircraft (various types).

Patient evacuation by air ambulance (different types) in case of emergencies from the designated site.

Hospitalization of Patients designated by the Client in Public medical facilities located in Europe.

Organization of outpatient care for Patients designated by the Client.

Reception and transport of patients from a European airport to the place of hospitalization, treatment or accommodation. (Transport can be provided from the site designated by the Customer to an Airport in Europe in the event of an emergency, or from a European Airport on the Patient's arrival, to the medical facility for Hospitalization or Accommodation (Air and Ground Transport).

Patient transport to and from every medical appointment.

Accommodation for outpatients and any accompanying persons.

Repatriation of patients by medical aircraft (various types) or airlines, depending on their state of health.

Repatriation of remains to Algeria from sites designated by the Client and at his request.

And no later than 30 days at Fifteen (15:00) , as of its publication in the BAOSEM, by any interested candidate.

4- Under the present invitation to tenders, technical offers, without any indication of price, and financial offers must be submitted simultaneously in two separate envelopes contained in the same envelope, to the following address

The deadline for offers’ submission is sixty (60) days at (14:00), as of the date of publication of the Notice of the said invitation to Tenders in the BAOSEM.

If the last day of the deadline for submission of offers coincides with a public holiday and/or weekend in Algeria, the date will be postponed to the next working day.

Technical offers must be accompanied by a submission bail of 10 000 Euros, the validity of which is equal to the validity of the offers, i.e. One Hundred and Sixty (160) days, plus an additional period of 30 calendar days.

The tenderer may submit the submission bail to the Bid Opening Committee on the day of the technical offers’ opening.

5-Tenderers whose technical offers have been declared compliant will be invited to submit a financial offer. The offers for the first step will be opened in the presence of the representative(s) of those tenderers who wish to attend, at the opening session to be held at the address specified in the invitation letter.

6- The envelopes containing the financial offers will be opened and examined in the presence of the tenderers who wish to attend, or their duly appointed representatives, at the financial offer opening and examination session which will take place on the date, at the time and at the address mentioned in the invitation letter, that will be sent only to the tenderers whose technical offers have been declared conform with the requirements of the tender Documents.

7- Tenderers will remain bound by their offers for a period of One Hundred and Sixty (160) calendar days as of the deadline for the offers’ receipt.
