تعلن مديرية الشباب والرياضة -مصلحة الإستثمارات والتجهيزات عن طلب العروض المفتوح مع اشتراط قدرات دنيا وفقاً. لأحكام المواد 32، 34، 39، 40، 42 و 44 من المرسوم الرئاسي رقم 247/15 المؤرخ في 16 سبتمبر 2015 المتعلق بتنظيم الصفقات العمومية وتفويضات المرفق العام، قصد انجاز مشروع مسبح جواري بشتوان.
الحصة رقم 01: الأشغال الكبرى والأشغال الثانوية , الهيكل المعدني , الحائط السياجي , الجدار الداعم الحصة رقم 02: معالجة المياه والتدفئة المركزية
الحصة رقم 03: الطرق ومختلف الشبكات
على المؤسسات المؤهلة في :- أشغال البناء كنشاط رئيسي الدرجة الرابعة أو أكثر بالنسبة للحصة الأولى - أشغال البناء والأشغال العمومية كنشاط رئيسي الدرجة الثالثة أو أكثر بالنسبة للحصة الثانية.
-وأشغال البناء الأشغال العمومية كنشاط رئيسي الدرجة الرابعة أو أكثر بالنسبة للحصة الثالثة. الراغبين المشاركة في هذه الإعلان، سحب دفتر الشروط من مديرية الشباب والرياضة لولاية تلمسان الكائن مقرها " بالحي الإداري بوهناق" .

تودع العروض (ملف الترشح، العرضين التقني والمالي) في ظرف واحد يضم الأظرفة الثلاثة، بمديرية الشباب والرياضة لولاية تلمسان، الظرف الخارجي لا يحمل إلا العبارات التالية:

يتضمن ملف الترشح، ما يأتي:
- تصريح بالترشح، مملوءة وممضية من طرف المتعهد
- تصريح بالنزاهة، مملوءة وممضية من طرف المتعهد
-بالنسبة للشركات نسخة من القانون الأساسي+نسخة من ايداع الحسابات الاجتماعية
- كل وثيقة تسمح بتقييم قدرات المرشحين أو المتعهدين أو، عند الاقتضاء، المناولين
- شهادة التاهيل والتصنيف المهني تبعا للمؤ هلات المطلوبة
- سجل تجاري إلكتروني
- طلب مستخرج من الجدول الضريبي صافي أو برزنامة للتخليص صالحة بتاريخ فتح العروض
- إقدرات مالية : وسائل مالية مبررة بالحصائل المالية والمراجع المصرفية.
طبقا للمادة 69 من القانون 15-247 لا تطلب الوثائق التي تبرر المعلومات التي في التصريح بالترشح إلا من الحائز على الصفقة والذي يتوجب عليه تقديمها في اجل 10 أيام من تاريخ إعلامه وحتى قبل صدور المنح المؤقت بالصفقة في الجرائد العرض التقنى:
1. تصريح بالاكتتاب مملوء، مؤرخ وممضي من طرف المتعهد.
2. دفتر الأعباء مملوء، معضي، مختوم ومؤشر عليه من طرف المتعهد حامل لعبارة " قرىء وقبل مكتوبة بخط اليد.

العرض المالي:
. 1. رسالة التعهد مملوءة وممضية من طرف المتعهد.
2. جدول الأسعار الوحدوية مملوء ومعضى من طرف المتعهد.

.لا يفتح إلا من طرف اللجنة
- حدد أخر أجل لإيداع العروض بعشرة (10) أيام إبتداءا من تاريخ نشر هذا الإعلان في الجرائد الوطنية على الساعة 12سا (منتصف النهار).
- العروض المقدمة بعد الأجل المحدد في الإعلان غير مقبولة.
- يبقى المتعهدون ملزمون بعروضهم لمدة 90 يوما + مدة تحضير العروض إبتداءاً من تاريخ نشر هذا الإعلان في الجرائد الوطنية
- يمكن للمتعهدين الحضور إلى جلسة فتح لأظرفة في اليوم الموافق لأخر أجل لإيداع العروض على الساعة الثانية زوالا (14 سا) بمقر مديرية الشباب والرياضة لولاية تلمسان
