PROCESS IN TWO (02) STEPS

Object

Sonatrach Company - Refining and Petrochemicals Activity - Methods and Operations Division located in BP No. 58, Industrial Zone Arzew 31200 - Oran - Algeria, launch a notice of National and International Competitive Bidding Restricted in two (02) steps for "Realization EPC installation producing of Methyl Tert-Butyl Ether "MTBE".

This invitation to tender is open to companies specializing in the EPC construction of hydrocarbon industrial plant projects, with a Share Capital greater than or equal to ten million US Dollars (10.000.000,00 USD), equivalent to one billion two hundred million Algerian Dinars (1.200.000.000,00 AD) and justifying an experience of more than Fifteen (15) years.

Summary Scope of Services and Works

The scope of the Services and Works consists of the development of the detail Engineering, the execution of Procurement, Construction and Commissioning and start-up of the facilities producing of two hundred thousand (200.000) tons of MTBE per year which will be installed on the existing site of the Petrochemical Complex CP1Z in Arzew - Oran - Algeria.

These facilities will use as raw materials the methanol produced by the CP1Z Complex and butane from the LPG Complex (GP2Z) located nearby

The facilities will include licensed (Isomerization unit, Isobutane dehydrogenation unit and an MTBE synthesis unit) for which process books (PDP) and FEED are developed and licenses acquired.

They will also include utilities and off-sites, pumps and pipeline for the transfer of the butane feedstock from GP2Z, MTBE storage facilities which will be built at the nearby RA1Z Refinery.

Eligibility criteria

Can bid for this tender only companies meeting the following requirements:

General and specialized experience :

Have Over 15 years of experience in carrying out similar projects.

A number of EPCC contracts successfully completed (at least two contracts) in the petrochemical sector and / or major revamping projects during the last ten (10) years.

Financial situation :

Have good financial health to enable him to carry out large-scale EPC projects.

Have a share capital greater than or equal to Ten million US Dollars (10.000.000,00 USD), equivalent to One Billion Two Hundred Million Algerian Dinars (1.200.000.000,00 DA).

The Bidder must provide all necessary documents and explanations as to his good financial health, in particular, the balance sheets for the past three (03) years and their annexes.

The bidder must have human and material resources related to the scope of the project.

- Signature of the Non-Disclosure or Confidentiality Agreement (NDA) between the tenderer and the other parties (Sonatrach, UOP, Wood Amec Foster Wheeler), by the tenderer or his duly authorized representative

This agreement will be given to tenderers or their duly authorized representatives, for signature and return, before delivery of the Tender Documents, by the Contracting Structure, located at the address above.

- The Bidder's representative must have a mandate allowing him to sign the non-disclosure or confidentiality agreement (NDA)

Withdrawing the Tender Document

As soon as this tender notice is published in the BAOSEM, the companies concerned and fulfilling the eligibility criteria set out in this tender notice, may proceed with the withdrawal of the Tender Documents.

After publication of this Invitation to Tender in the BAOSEM the companies interested and fulfilling the eligibility criteria provided for in this Invitation to Tender, may proceed to the withdrawal of the Tender document at the address indicated below:

Against presentation of :

Copy of the commercial register, justifying the conditions indicated in point 1 above;

Written declaration signed by the first person in charge of the company attesting to fulfil the conditions of eligibility mentioned in this invitation to tender;

Signature of the NDA (Non-Disclosure Agreement) between the company concerned and other parties (Sonatrach, UOP, Wood Amec Foster Wheeler);

Proof of payment on behalf of the company, a non-refundable amount of Five hundred US Dollars (500, 00 USD) for bidders of foreign law or equivalent of Sixty-thousand Algerian Dinars (60.000, 00 DZD) for bidders Algerian law.

The payment will be made by transfer to Sonatrach’s bank account N°002000700702200294-05 opened at the External Bank of Algeria-Arzew Agency.

The withdrawal period for DAO is set at thirty (30) days from the date of publication of the notice of invitation to tender in BAOSEM.

No withdrawal of DAO will be allowed beyond thirty (30) days from the date of publication of the notice of invitation to tender in BAOSEM.

Deadline for submission of technical offers

The technical offers must be delivered or sent under double sealed envelope by express mail or deposited with the Bureau of General Order (BOG) to the address indicated above, ninety (90) days, from the date of publication in BAOSEM of the Tender Notice. All offers received after this deadline will be inadmissible

Presentation of the offer

The submission mode in two (02) steps applies to this invitation to tender:

Step 1: Submission of the anonymous technical offer without reference to prices.
The content of the technical offer is indicated in the Tender Documents.

Technical offers without any indication of price must be placed in an anonymous and closed envelope with the mention "technical offer"

The technical offers must contain a bid guarantee of one hundred and twenty-five million Algerians Dinars (125.000.000, 00 DA) for bidders under Algerian law and one million US Dollars (US $ 1.000.000,00) or other foreign currency convertible for Bidders under foreign law, whose validity period is equal to the period of validity of bids, ie one hundred and eighty (180) days, plus an additional period of thirty (30) days calendar.

Tenderers' technical offers drawn up in three (03) hard copies (including one original and two copies), and a copy in electronic format must be sent under double sealed envelope by express mail or deposited with the Bureau of General Order (BOG) between 09:00 and 16:00 working days before the deadline for submitting offers to:

The stamp of the Bureau of General Order (BOG) of the Contracting Structure shall prevail.
The bids for the technical offers will be opened in the presence of the representative (s) of the duly authorized tenderers who wish to attend the opening session, which will take place on the date, at the time and at the address, which will be indicated in the letters of invitation.

Step 2: Bidders whose technical offers have been declared as compliant with the requirements of the Bidding Documents and having reached the minimum technical score at the end of the Technical Evaluation Work will be invited to submit a financial tender in accordance with the second step.

The financial offer must be submitted sealed anonymous envelope with the reference and the object of the bidding and the "financial offer" words to the address above.

The envelopes will be opened in the presence of the representative (s) of the duly authorized tenderers who so wish at the opening session which will take place on the date, at the time and at the address indicated in the letters of invitation.
The choice of tenderer will be based on the lowest financial offer.
Bidders will remain bound by their offer for a period of one hundred and eighty (180) calendar days from the date of opening of the financial offers.
