This invitation to tender is addressed to companies specialized in the realization in EPC of industrial petrochemical plant projects.

Object :

The National Company SONATRACH / Central Direction / Engineering & Project Management, Butte des deux Bassins Oued Romane, El Achour, Draria 16104, ALGER - ALGERIE launches an international call for tender’s notice Restricted to two steps for:

Summarised Project Scope of Work:

The scope of the Project consists of:

Detail engineering;

Procurement and DDP delivery on site;

Construction and erection on site;

Tie-in to existing facilities;

Commissioning and Start up ;

Specialization of the owner's personnal.

Operating assistance for a period of Eighteen (18) months;

Supply of Spare parts for two (02) years of operation.

The work to be carried out will include in particular:

Hydrocracking Block (HCU Block):

A fuel oil hydrocracking train (HCU) (1x 50%) for a total load of 2.3 million tons per year:

Vacuum distillation unit (Public domain)

Hydrocracking unit (UOP License)

Solvent Deasphalting Unit (UOP License).

Auxiliary units:

Hydrogen production unit (License to be acquired by the EPC)

Sulfur recovery unit (License to be acquired by the EPC)

AMINE regeneration unit (Public domain)

Acid water softening unit (Public domain)

Utilities:

Hot water/steam production unit

Raw water supply system, demineralized water, drinking water, cooling water and water for utilities

Vapor and condensate management system

Water treatment unit and fire-fighting system

Units: air instrument, natural gas/fuel Gas, Nitrogen Production.

Other facilities:

Torch system

Interconnections

Storage

Product dispatching system

Buildings.

The Wilaya of Skikda Algeria.

Conditions of eligibility

Can bid for this tender only companies meeting the following requirements:
 

The endorsement of Study « Front End Engineering Design "FEED"»;

Have achieved an average turnover of the last five (05) years greater than or equal to 800 000 000 US $;

Successful completion of at least two (02) EPC contracts for industrial hydrocarbon projects, including one (01) project of the field of refining;

Be in good financial health;

The list of previous disputes and arbitration procedures with Sonatrach during the last five (05) years must be transmitted.

In the case of a submission in consortium:

 - Each of the members of the consortium must meet criteria 1, 4 and 5 on an individual basis.

 - The members of the consortium must collectively fulfill criteria 2 and 3.

- One of the members of the consortium must have achieved a minimum average turnover of US$ 500,000,000.00, for criterion 2, over the last five (05) years.

The consortium must have collectively achieved a minimum average turnover of US$ 800,000,000.00 over the last five (05) years.

- The members of consortium must collectively fulfill criterion 3.

Withdrawal of tender document:

As soon as this Notice of Restricted International Call for Tenders is published in the BAOSEM, interested companies meeting the eligibility criteria provided in this notice can withdraw the Tender File from the tender office: Département Juridique / Direction Centrale Engineering & Project Management located at the address below:

Against presentation of :

Copy of the commercial register.

Written declaration signed by the first official of the company attesting that he fulfils the conditions of eligibility referred to in point IV (Conditions of eligibility) of this invitation to tender.

Signature of the confidentiality agreement between the candidate and the parties concerned (the confidentiality letter model to be requested via the following address: EPM-HYK@sonatrach.dz ).

Presentation of the Non-Disclosure or Confidentiality Agreement (NDA) or a Certificate signed by the UOP/UK licensor;

Proof of payment of a non-refundable sum of Five Hundred US Dollars (500.00 US $). Payment will be made by transfer to the bank account of SONATRACH Account No. 002 00005 0052200087 72, opened with the External Bank of Algeria Agence Djenane el Malik Hydra – Algiers. The proof of payment relating to the withdrawal of the Call for Tenders File (Bank advice) must be established in the name of the Bidder.

The withdrawal period from the Restricted International Bidding Document is set at Thirty (30) calendar days from the date of publication of the Bidding Notice to BAOSEM.

No withdrawal from the Tender Document will be allowed beyond Thirty (30) calendar days from the date of publication of this Tender Notice to BAOSEM.

Deadline for submission of technical offers:

Technical Offers shall be submitted in an anonymous sealed envelope to the above address no later than Sixty (60) calendar days before 4:00 p.m. from the date of publication in BAOSEM of this Notice of Call for Tenders.

Offers will be unacceptable after this period.

Présentation of the Offer

The Tenderer will submit his Tender in two (02) distinct steps:

First step: Submission of the anonymous technical offer without reference to the price. The content of the technical Offer is indicated in the Invitation to Tender Document.

The Technical Offer without reference to the price must be placed in a closed anonymous envelope with the words «Technical Offer» - Do not open.

Technical Offers must contain a bid security in ‘’the amount of One Million five hundred thousand US Dollars (1 500 000,00 US $)’’ with a validity period equal to one hundred and eighty (180) days from the deadline for receipt. Offers with an additional period of Thirty (30) days.

The technical offers of tenderers drawn up in three (03) copies in paper format (one (01) original and two (02) copies) and one copy in electronic format must be sent in double sealed envelope by express mail or deposited in the DEPARTEMENT JURIDIQUE / Direction Centrale Engineering et Project Management between 08h30 and 16h00 on working days before the closing date for submission of tenders.

The seal of the Département Juridique shall prevail.

The tenders of the technical offers will be opened in the presence of the representatives of the tenderers who wish to attend the opening session.
The date and time will be communicated by letter of invitation.

Second Step: Following the technical evaluation, tenderers whose technical offers have been found to comply with the requirements of the Bidding Documents will be invited to submit a financial offer for the second step,

The financial offer shall be delivered sealed under an anonymous envelope containing the reference and the subject of the invitation to tender and the mention « Financial Offer » at the address indicated above.
