The Algerian Company of Electricity and Gas- Electricity Production " SPE " issues a National and International Open invitation to Tender N°23/S-Eng/2025 having for object:

Realization of Diesel plant of 3x500 kW in Tintarabine municipality, Wilaya of Tindouf

This Invitation to tender is open to companies operating in the energy sector with proven experience and sufficient references worldwide in carrying out similar projects (Simple and Combined Cycles and industrial projects), as well as technical and financial capabilities that meet the conditions listed in the specifications.

The Project Owner reserves the right to verify the information provided by each tenderer at any time during the bidding process.

All tenderers, alone or in a group, may only rely on their own qualifications and professional references:

The specifications must be withdrawn by the Tenderer or its duly appointed representative. In the case of a consortium, the specifications must be withdrawn by the representative or his duly appointed representative, unless otherwise stipulated in the consortium agreement.

A member of a Tenderer group may not be a Tenderer alone or be part of another group among the Tenderers.

Against presentation of payment voucher by bank transfer of the sum of Two Hundred Thousand Algerian Dinars (200 000 DA), to account N° 001.00637.0300.000.013/71 of Sonelgaz - Electricity Production « SPE. Spa », open in the Banque Nationale d’Algérie – Agence 637 sise à : Immeuble 700 Bureaux, RN N°38 – Gué de Constantine – Kouba – Alger.

Candidates must bring with them for the withdrawal of the specification a copy of their trade register and Tax ID, a power of attorney and an information sheet containing their name or company name, address, contact details (telephone, fax and email), contact details (first and last name, telephone and email) and the candidate's field of activity.

Candidates not established in Algeria may purchase the specification by making a bank transfer of an amount in foreign currency equivalent to the sum of Two Hundred Thousand Algerian Dinars (200 000 DZD), to the bank account indicated below:

The specification can only be withdrawn in electronic format from the above address, on presentation of payment voucher and a mandate authorizing the withdrawal on behalf of the company concerned.

Candidates who do not have a representative in Algeria are hereby informed that "BAOSEM" has a service for its subscribers for the withdrawal of specifications.

The presentation of the offers will be submitted in a single phase, with technical and financial tenderers submitted at the same time.

Tenders must be accompanied by the technical and administrative documents required in the "Instructions to candidates" document of the tender file, in particular the bank submission bail in an amount that must be greater than One Percent (1%) of the amount of the Financial Offer including VAT.

Each offer is inserted in a closed and sealed envelope, indicating the reference and subject of the Invitation to Tender and the words "Technical Offer" or "Financial offer", as appropriate.

The two envelopes are placed in another anonymous envelope, marked « A NE PAS OUVRIR ».

Candidates or their representatives must attend the opening of the envelopes with a duly signed power of attorney. Offers from Candidates who fail to comply with this formality (mandate) will not be received.

The offers' opening is public and will take place on the same day at 10:00 am.

Tenderers remain bound to their offers for a period of One Hundred and Eighty (180) days as of the date of offers’ submission.
