SONATRACH Spa – Activité Exploration-Production, Division Forage, is issuing a Call for National and International Tender for:

Realization of Hydrocarbon Wells Drilling Operations in nine (09) Lots

The extent of work consists in the realization of onshore hydrocarbon wells (vertical, deviated and horizontal) throughout the whole Algerian territory, requiring the mobilization of four (04) drilling rigs 2000 HP and fourteen (14) drilling rigs 1500 HP.

This invitation to tender is addressed only to specialized companies with recognized references in the field.

From the date of publication of the tender notice in the BAOSEM according to the following days and hours: From Sunday to Thursday: from 09:00 till 11:00 and from 13:30 till 15:00.

Or requested via electronic mail [FOR-ENP-Tenders@Sonatrach.dz], no later than Forty Five [45] days from the date of publication of this notice in the BAOSEM (day of publication included), by any interested candidate, against payment of a non-refundable amount of Thirty-Five Thousand Algerian Dinars [35,000 DZD] for national bidders, or Two Hundred and Fifty U.S. Dollars [250 USD] for foreign bidders.

Payment shall be made by bank transfer to the following account:

Payement receipt for the withdrawal of the Tender Document (Bank Notice/Cash Deposit Slip) must be made out in the name of the bidder.

The two-stage bidding process applies to this Invitation to Tender.

Under the first stage of this invitation to tender, technical bids without any indication of price must be submitted in envelopes to the following address :

No later than Forty Five [45] days from the date of publication [day of publication included] of this notice in the BAOSEM.

Technical bids shall be accompanied by a bid bond. The amount is defined per lot as follows:

Bidders presenting offers for several lots should present a bid guarantee for each lot. However, if the candidate bids for four (04) lots or more, the guarantee will be 1 520 000,00 USD or 1 460 000,00 EUR or 10 752 000,00 CNY for foreign bidders and 216 000 000,00 DZD for Algerian bidders.

Bid validity period is One Hundred and Eighty [180] calendar days starting from the technical bids opening date.

If the last day of the bid submission deadline falls on a public holiday, the date will be postponed to the next working day.

The bids for the first stage will be opened in the presence of the representative(s) of the bidders who so wish, at the opening session which will take place at the headquarters of the Drilling Division, located at 10, Rue du Sahara, Hydra, Algiers; the date and time will be communicated to the bidders who have withdrawn the bidding documents

The tender guarantee can be submitted, by the interested candidates, on the day of the opening of the technical bids.

Bidders whose technical bids have been declared eligible will be invited to submit a financial bid.

The submission of Bids will take place from Sunday to Thursday from 09:00 till 11:00 and from 13:30 till 15:00.
