The Algerian Company for Gas Transmission Network Management-GRTG-Jsc, issues a national and international open competitive tender, regarding:

realization of intelligent tool inspection services for pipelines for the transport of high-pressure natural gas in two (02) lots:

This invitation to tender shall be carried out in one stage, where interested bidders must submit a technical tender and a financial one.
The financial tender’s envelope must be distinct from the technical one.

Against the payment of a non-payable amount, by bank transfer of ten thousand dinars (DZD 10 000,00) into account of la Société Algérienne de Gestion du Réseau de Transport du Gaz - GRTG. Spa open at National bank of Algeria (BNA) Agence 00637 Gué de Constantine Alger, account n°: 001 00637 0300 000 005 95.
Foreign prospective bidders shall withdraw the documents against presentation of (non repayable) Swift justifying the payment of an equivalent payment of Ten Thousand Dinars (10 000 Da)
The specifications shall be handed over to only representatives duly authorized by the companies that wish to take part in the tendering.

The technical and financial bids, accompanied by the documents required in the specifications, must be submitted, at the below address the same day of the technical and financial bids opening date, in double sealed and anonymous envelope bearing the following mark:

« Appel d’Offres National et International Ouvert N°05.GRTG.DTG/2019 pour la réalisation des prestations d’inspection par outil intelligent des canalisations de transport du gaz naturel haute pression en deux (02) lots, à ne pas ouvrir ».


The offers, accompanied by a submission bail must be put into a sealed double envelope at the address mentioned above on September, 05th 2019 between 09:30 and 10:00 (Local time).
The technical bids must be accompanied by the original copy of the submission bail. The submission bail must be higher than 01% of the tendering amount exclusive all tax



The administrative file contains:
The company’s status;
The list of the principal administrators and shareholders;
Certificate of attorney related to the habilitated person to engage the market;
Authenticated trade register or an equivalent document;
The balance sheet of the three last years and the results accounts;
Tax certificates;
The legal deposit certificate of the social accounts, for the Algerian commercial companies with a moral person,
Tax Identification certificate for the national and foreign tenderers having already worked in Algeria;
Grouping certificate if it is a consortium
Authenticated references of the most important clients having received recourse at their services, abroad and in Algeria;
Bank references;
Extract from the criminal record of the tenderer if it is a physical person, and of the owner or the General Manager if it is a company;
No mark allowing the identification of the Bidder must appear on the outer envelope, on pain of rejection. The deadline for the submission of tenders is 05/09/2019 between 09:30 and 10:00 (local time) and the opening of public bids will take place immediately thereafter.

Tenderers shall remain bound by their bids for a period of 120 days as from the bids opening date.
